Sourcing VCI anti-corrosion paper from China

VCI corrosion-inhibiting paper within heading 4811 attracts 0% UK duty across the relevant lines for goods from China. Virgin-fibre paper placed on the Great Britain market requires timber due diligence. Specify the protected metals and check the inhibitor formulation. Cambridge China Bridge sources VCI corrosion-inhibiting paper.

Duty and classification for VCI paper

Heading 4811 covers coated, impregnated or otherwise treated paper in rolls or rectangular sheets, subject to the heading exclusions. For VCI corrosion-inhibiting paper, establish the base paper, inhibitor treatment and any wax, oil or plastic coating. The table lists possible construction-dependent lines, rather than interchangeable codes for every VCI grade.

Read from the UK Trade Tariff on 30 September 2026, all lines in the supplied heading data carried 0% duty for goods from China. The data lists no anti-dumping or countervailing duty, suspensions or attached import controls. This tariff position does not establish compliance with the separate rules governing paper and chemical substances.

Confirm the commodity code using the composition, coating, grammage and roll or sheet format. Supply the broker with the manufacturer's technical description and a sample. For the wider heading, see our wet-strength and resin-impregnated label paper guide.

Specify the metals and inhibitor treatment

State whether the paper will protect steel, cast iron, copper alloys, aluminium or mixed-metal assemblies. Specify grammage, strength, roll width or sheet size, core dimensions, treated face and any barrier coating. Ask for the inhibitor identity, treatment loading, storage instructions and corrosion-test results identifying the metal, packaging arrangement and exposure conditions. Agree acceptance criteria using your actual parts and wrapping method.

UK REACH generally applies to individual chemical substances on their own, in mixtures or in articles. Ask a chemical compliance adviser to assess the declared formulation and release function before ordering. Provide ingredient identities and quantities rather than relying on a generic supplier statement that the paper is compliant.

For virgin-fibre paper, confirm with the Office for Product Safety and Standards whether the UK Timber Regulations apply and what due diligence the business first placing it on the Great Britain market should undertake. Obtain fibre-source information, including species and country of harvest. Confirm whether any exclusion applies to bamboo-based or recovered products.

Worked duty example

Illustrative example, not a quote: Illustrative order: 12 rolls of non-plastic, inhibitor-impregnated wrapping paper under 4811 90 00 90, invoiced at £1,800 free on board, with £150 of freight and insurance to the UK. The customs value is £1,950. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £1,950, so it is £390. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Identity: match the delivered grade, inhibitor formulation, batch reference and treated-face marking to the approved specification.

Protection: test arrival samples with the specified metals and packaging arrangement; compare corrosion, staining and residue against the agreed criteria.

Paper: check grammage, dimensions, strength, coating uniformity, curl, tears and crushed roll cores against the order.

Packing: check sealed wrapping, moisture damage and batch traceability; retain samples and photographs. Use the quality inspection guide to brief the inspector.

What goes wrong

A grade tested on steel may be unsuitable for copper alloys or mixed-metal parts. Uneven inhibitor treatment can leave protection inconsistent, while residue or staining can interfere with the buyer's next process. A supplier's test report is less useful when its metal, enclosure or exposure conditions differ from the intended application.

Wet parts, torn wrapping and poorly closed packs can undermine the agreed protection arrangement. Paper may also arrive damp, curled or damaged at the roll ends. Run a packing trial before approving the grade, and agree how unopened stock and partly used rolls will be stored.

Frequently asked questions

What is the UK import duty on VCI paper from China?

The supplied heading 4811 data shows 0% duty across the relevant lines for goods from China, with no listed anti-dumping or countervailing duty. Confirm the line from the paper's construction.

Which commodity code should I use for VCI paper?

There is no dedicated VCI line in the supplied data. Compare the inhibitor treatment and any wax, oil or plastic coating with the line descriptions, then confirm the classification with your broker.

Can the same VCI paper protect every metal?

Do not assume this. Ask for results for your steel, copper alloy, aluminium or mixed-metal parts, and trial the paper with the actual wrapping method and storage conditions.

Does VCI paper need a UK REACH check?

UK REACH generally covers chemical substances, including those in articles. Obtain the inhibitor formulation and ask an adviser to assess the product's composition and release function before ordering.
