Duty on blank self-adhesive label paper

Read from the UK Trade Tariff on 30 September 2026, heading 4811 covers coated and other treated paper in rolls or rectangular sheets, including self-adhesive paper. The relevant lines carry 0% duty for goods from China. The supplied tariff data lists no anti-dumping or countervailing duty, suspensions or attached import controls for these lines.

Code 4811 41 20 00 covers self-adhesive paper of width not exceeding 10 cm whose coating consists of unvulcanised natural or synthetic rubber. Other self-adhesive paper is listed under 4811 41 90 00. The table shows purchasing formats sharing these codes, rather than separate tariff subdivisions.

Confirm the commodity code using the face material, adhesive composition, width and supplied format. Do not classify solely from the supplier's description of label paper. For the wider product family, see our printed self-adhesive paper labels guide.

Specify the face paper, adhesive and release liner

State whether the stock is for direct thermal, thermal transfer, laser or inkjet printing. Specify face-paper finish, grammage and thickness, adhesive type, permanent or removable bond, application surface and temperature conditions. For rolls, agree width, core, winding direction and splice marking. For sheets, agree size, flatness and liner backing.

For virgin-fibre paper first placed on the Great Britain market, confirm applicable timber due-diligence obligations with the Office for Product Safety and Standards. Ask for the fibre mix, pulp source, species and country of harvest; confirm whether recovered or bamboo-based products qualify for an exclusion. For thermal stock, confirm applicable UK REACH restrictions on bisphenol A with HSE. Ask for the developer identity and a test report.

Food-contact rules cover materials expected to contact food or transfer constituents to it, including adhesive labels. For food applications, ask for suitability evidence covering the face paper and adhesive under the intended contact conditions. Agree the food type, contact time and temperature with the supplier before testing.

Worked duty example

Illustrative example, not a quote: Illustrative order: 150 rolls of blank self-adhesive paper with acrylic adhesive under 4811 41 90 00, invoiced at £5,200 free on board, with £1,800 of freight and insurance to the UK. The customs value is £7,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £7,000, so it is £1,400. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Printing: run samples through the intended printer and check feeding, image clarity, smudging and adhesive deposits.

Adhesion: apply samples to the actual packaging surface under the agreed conditions; check edge lift, bond strength and residue after removal.

Liner and format: check clean release, liner tears, roll width, core fit, winding direction, splices and sheet flatness against the approved sample.

Arrival condition: check crushed cores, damaged edges, moisture, curl and glue seepage; match batch markings to the inspection and material records.

What goes wrong

Paper that prints well on the supplier's machine may jam or smudge on yours. Adhesive selected for a dry carton may lift on a chilled or textured surface. Uneven release can tear the liner, while glue seepage contaminates rollers. Test the complete paper, adhesive and liner construction on your equipment and packaging.

A changed liner or adhesive can undermine a previously approved sample. Record the agreed construction and require approval before substitutions. Moisture protection and core support help prevent curl and feeding problems after transport. Use a product-specific brief for quality inspection.
