Sourcing vulcanised fibre base paper from China
Uncoated vulcanised fibre base paper under heading 4805 carries 0% UK duty across the relevant weight bands, with no listed anti-dumping duty. Confirm the untreated paper grade, grammage and fibre source; for wood-derived pulp, confirm timber due diligence obligations with the relevant authority. Cambridge China Bridge sources uncoated vulcanised fibre base paper.

Duty on uncoated base paper
Heading 4805 covers other uncoated paper and paperboard in rolls or sheets, within the heading's limits on further working or processing. This guide concerns the base paper bought for conversion into vulcanised fibre. Ask your broker to assess already converted fibre separately. For the wider heading, see our electrical insulation pressboard guide.
Read from the UK Trade Tariff on 1 October 2026, the selected lines carry 0% duty for goods from China. The supplied tariff record lists no anti-dumping or countervailing duties, suspensions or attached import controls. These general paper lines are classification candidates, not dedicated vulcanised fibre base-paper codes. The recovered-paper line is relevant only where that composition matches the order.
Confirm the commodity code using the pulp composition, grammage, roll or sheet format and processing history. Distinguish paper weighing 150 g/m² or less, more than 150 but less than 225 g/m², and 225 g/m² or more. Do not select a code from the supplier's product name alone.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Other uncoated base paper, 150 g/m² or less | 4805 91 00 90 | 0% | None |
| Other uncoated base paper, over 150 but under 225 g/m² | 4805 92 00 00 | 0% | None |
| Other uncoated base paper, 225 g/m² or more, not recovered paper | 4805 93 80 00 | 0% | None |
| Recovered-paper base stock, 225 g/m² or more, if specified | 4805 93 20 00 | 0% | None |
Specify paper for your fibre conversion process
Describe the purchase as uncoated base paper for vulcanised fibre manufacture. Specify cotton or wood-pulp composition, permitted recycled content, grammage and caliper tolerances, moisture, ash content, absorption behaviour and tensile strength along and across the machine direction. State whether sizing, fillers or other additives are acceptable. Agree reel width, diameter, core dimensions, winding direction and splice marking.
Approve the grade through a trial in your own conversion process. Compare liquid uptake, wet handling, bonding between layers and the finished material against an approved sample. For virgin wood-derived pulp, confirm with the relevant authority whether the paper is in scope and what timber due diligence is required when first placing it on the Great Britain market. Obtain pulp-source, species and harvest-country information; distinguish wood pulp from cotton and recovered material, and confirm whether any exemption applies.
Worked duty example
Illustrative example, not a quote: Illustrative order: 12 tonnes of uncoated vulcanised fibre base paper in reels under 4805 92 00 00, invoiced at £14,000 free on board, with £1,800 of freight and insurance to the UK. The customs value is £15,800. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £15,800, so it is £3,160. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.
Inspection checklist
Paper properties: check conditioned samples for grammage, caliper, moisture, absorption and tensile results against the agreed specification.
Conversion trial: check uptake across the sheet, wet handling and layer bonding using the buyer's agreed process and acceptance sample.
Reels and sheets: check dimensions, winding, marked splices, crushed cores, torn edges, creases and visible contamination.
Packing and records: check moisture protection, reel-end protection, batch identification and fibre-source documents. Use the quality inspection guide to agree the inspection scope.

What goes wrong
A sample can convert well while the delivered batch differs in pulp blend, sizing or moisture. Watch for uneven uptake, weak wet handling and poor bonding in the conversion trial. Grammage or caliper variation can also leave the finished material uneven. Make the approved formulation and trial acceptance criteria part of the purchase specification.
Damaged reel edges, crushed cores and unmarked splices can interrupt feeding. Damp packing can leave sheets curled or stained. Inspect on arrival before mixing batches, retain identified samples and compare failures with the approved paper and batch records.

Frequently asked questions
What is the UK import duty on vulcanised fibre base paper from China?
The relevant heading 4805 lines carry 0% duty in the supplied tariff record, with no listed anti-dumping or countervailing duty. Confirm the line from grammage, composition and processing.
Is this the same as finished vulcanised fibre?
This guide covers uncoated paper purchased for conversion. If the supplier offers already converted fibre, send its composition and processing details to your broker for separate classification.
What should I test before accepting a batch?
Check grammage, caliper, moisture, absorption and tensile strength, then trial the paper in your conversion process for wet handling and bonding between layers.
Do timber rules apply to this base paper?
For virgin wood-derived paper placed on the Great Britain market, confirm with the relevant authority whether the product is in scope and what timber due diligence the importer should carry out. Establish the pulp source rather than treating cotton and wood pulp as interchangeable.
