Sourcing uncoated fluorescent paper from China

Uncoated fluorescent paper from China carries 0% UK duty across the relevant 4802 lines. For virgin wood fibre placed on the Great Britain market, the importer must carry out timber due diligence. Confirm that the paper is uncoated, then specify shade, grammage and print performance. Cambridge China Bridge sources uncoated fluorescent paper.

0% duty on uncoated fluorescent paper

Read from the UK Trade Tariff on 1 October 2026, heading 4802 covers uncoated paper and paperboard for writing, printing and other graphic purposes, supplied in rolls or rectangular sheets. This guide concerns fluorescent paper within that heading. The relevant lines carry 0% duty on goods from China, with no anti-dumping or countervailing duties, suspensions or attached import controls recorded in the supplied tariff data.

The table covers paper with no mechanical or chemi-mechanical fibres, or with those fibres accounting for no more than 10% of total fibre weight. The code also depends on grammage and sheet dimensions or roll format. Fluorescent colour alone does not establish the code. Obtain the mill's fibre composition and surface-treatment details, then confirm the commodity code. See the copier and printing paper guide for the wider heading.

For virgin wood-fibre paper first placed on the Great Britain market, confirm with the relevant authority or your customs broker whether timber due diligence on the fibre source is required. Obtain species and origin information before shipment. Traders must keep records of their suppliers and the traders they supply. The absence of an attached tariff control does not remove these market obligations.

Specify fluorescent shade and print performance

State the intended use, such as shop notices, posters or craft sheets. Agree a physical colour sample for each shade and compare production samples under the same lighting. Specify whether colour runs through the sheet, the uncoated surface, grammage and tolerance, thickness, opacity, grain direction, sheet dimensions or roll dimensions, and packing by shade and batch.

Test the intended ink or toner on the actual paper. Check drying, adhesion, show-through and feeding, and compare exposed samples with protected samples for fading under the intended display conditions. Do not accept a photograph as the sole colour reference or assume fluorescent paper is suitable for prolonged outdoor display.

Ask the mill for chemical information covering each fluorescent colour. For supply in Great Britain, an article containing a UK REACH Candidate List substance above 0.1% by weight requires safe-use information for business recipients, including at least the substance name. Use the testing and certification service to scope checks against the formulation and intended use.

Worked duty example

Illustrative example, not a quote: Illustrative order: 1,500 packs of uncoated fluorescent sheets, 297 × 210 mm, 80 g/m² under 4802 56 20 00, invoiced at £4,800 free on board, with £3,000 of freight and insurance to the UK. The customs value is £7,800. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £7,800, so it is £1,560. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Colour: compare samples from different packs or reels against the approved shade; check mottling, uneven fluorescence, colour transfer and fading.

Paper: measure grammage, thickness and dimensions; inspect curl, moisture variation, dust, cut edges and damaged reel ends.

Printing: run production samples through the intended printer or press; check feeding, ink drying, toner adhesion and legibility against the fluorescent background.

Packing and records: check pack counts, shade identification, batch traceability and moisture protection; match the mill and fibre-source documents to the shipment. Set out the sampling brief using the quality inspection guide.

What goes wrong

A replacement mill or colour formulation can change shade, fluorescence and print behaviour even when the product name stays the same. Paper can fade in a window, transfer colour when damp, or curl after humid transport. Low opacity can leave printing visible through the reverse. Keep approved samples and require approval before material or formulation changes.

A supplier may describe a fluorescent surface-treated paper as uncoated without explaining the treatment. Missing fibre composition makes classification uncertain, while missing harvest-origin records obstruct timber due diligence. Resolve these points before shipment and inspect arrival samples against the approved paper, not just the carton description.

Frequently asked questions

What is the UK import duty on fluorescent paper from China?

The relevant uncoated fluorescent-paper lines in heading 4802 carry 0% duty in the supplied tariff data, with no anti-dumping or countervailing duty recorded. Confirm the code from fibre composition, grammage and format.

Does fluorescent paper need timber due diligence?

For virgin wood-fibre paper first placed on the Great Britain market, confirm the applicable timber due diligence requirements with the relevant authority or your customs broker. Obtain the mill's fibre-source, species and harvest-origin information before shipment.

Can I use fluorescent paper in a laser printer?

Specify laser printing as the intended use and test production samples in the actual machine. Check feeding, curl, toner adhesion and whether the fluorescent background leaves text legible.

How do I prevent fluorescent paper colour disputes?

Approve physical samples for each shade, agree comparison lighting and fading checks, and retain samples from each batch. Require approval before the mill changes the paper or colour formulation.
