UK duty on tubular-nib drawing pens

Heading 9608 covers writing instruments and their parts. For tubular-nib technical drawing pens, start by checking the stylograph and other pens line, 9608 30 00 00. Separate nibs, other parts and mixed writing-instrument sets have different lines. A set containing only drawing pens is not automatically a mixed-subheading set. For the wider pen range, see our fineliner guide.

Read from the UK Trade Tariff on 1 October 2026, all the selected lines carried 2% duty for goods from China, with no anti-dumping or countervailing duty and no suspension recorded. Elsewhere in the heading, 9608 91 00 10 and 9608 91 00 20 have 0.00 % suspensions for specified plastic or porous tips. These do not cover the finished tubular-nib pens or separate metal nibs listed here.

The selected lines carry CITES import and export controls. CITES specimens include items made from listed animals or plants, including their parts or derivatives. Covered materials imported from China into Great Britain need an import permit. Ask your customs broker to confirm applicability, export documentation and routing from the material list. Confirm the commodity code using the nib construction, separate components and set contents.

Specify the tubular nib and ink system

Specify the metal tube and internal cleaning-wire construction, nominal line width and permitted variation, ink type, reservoir or cartridge connection, replacement nib thread and intended drawing surface. Agree the drawing angle and test paper when assessing line width. Supply an approved sample and state whether the pen must work against a ruler or template without ink spreading underneath.

Pens sold for consumer use in Great Britain must be safe under the General Product Safety Regulations 2005. Include cap retention, accessible sharp edges and safe cleaning in the sample review. Ask for filling and cleaning instructions, compatible inks and cleaners, and drawings showing which components the user can remove. Approve the cleaning procedure before ordering replacement nibs.

Worked duty example

Illustrative example, not a quote: Illustrative order of 1,200 refillable tubular-nib technical drawing pens under 9608 30 00 00, invoiced at £16,000 free on board, with £1,200 of freight and insurance to the UK. The customs value is £17,200. Duty at 2% is £344. Import VAT at 20% is charged on the customs value plus duty, £17,544, so it is £3,508.80. Import taxes total £3,852.80; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £344 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Line quality: on arrival, draw straight lines, curves and repeated starts on the agreed paper; compare actual line width, continuity, ink pooling and ruler-edge performance with the approved sample.

Ink system: fill sample pens with the agreed ink, check reservoir seals and cap fit, then store them upright and point-down before checking leakage and restarting.

Nib and cleaning: inspect tubes for burrs or bending, check replacement nib fit, and repeat the agreed cleaning and refill procedure without damaging the internal wire. Use the inspection guide to record results.

Packing: compare nib-width markings with the measured lines, check every set's contents, and confirm spare-part references, batch identification and filling and cleaning instructions.

What goes wrong

Dried ink can block the narrow tube, while an unsuitable ink can cause hard starts or uneven flow. A bent tube or damaged internal wire can scratch paper or stop the pen writing. A nib-width marking alone does not prove the delivered line width. Test production samples with the actual ink and paper rather than accepting a supplier's demonstration on different materials.

Replacement nibs can look identical but have incompatible threads or seals. Reservoirs can leak after refilling, and poorly sealing caps can let ink dry during storage. Keep the approved pen, ink and cleaning procedure together as the comparison set, and resolve mismatches before accepting the shipment.

Frequently asked questions

What is the UK import duty on tubular-nib drawing pens from China?

The selected pen, metal nib, parts and mixed-set lines carried 2% duty on the read date, with no anti-dumping or countervailing duty recorded.

Is a tubular-nib drawing pen the same as a fineliner?

Specify the construction: a tubular-nib pen uses a tube and internal ink-control mechanism; a porous-tip fineliner uses a different tip. Ask for a section drawing and confirm the commodity code.

Can I use any drawing ink in a tubular-nib pen?

Agree a compatible ink with the factory and test it in the production nib. Check restarting, line continuity and cleaning; the ink description alone does not establish compatibility.

Does a boxed drawing-pen set use the mixed-set code?

Not automatically. The mixed-set line covers articles from different subheadings. Give your broker the complete contents list rather than classifying by the box or the number of nib widths.
