Railway or tramway track fixtures and fittings and mechanical signalling, safety or traffic control equipment, heading 8608, also carried 0%. No line carried an anti-dumping measure.

Road rules, standards and approval
Traffic signals on UK public roads must follow the prescribed designs of the Traffic Signs Regulations and General Directions 2016. Signal heads are specified to BS EN 12368 and controllers to BS EN 12675, and highway authorities usually require evidence of conformity before equipment is installed. Railway signalling equipment for the national network needs Network Rail product acceptance, which takes time to obtain.
Mains-powered equipment also falls under the Electrical Equipment (Safety) Regulations 2016 and electromagnetic compatibility rules.
Specifying signal equipment
Specify aspect sizes and colours, LED luminous intensity and uniformity class, operating voltage, ingress protection, operating temperature range, controller interfaces and protocols, housing material, mounting, and the conformity evidence required by the buying authority.
Worked duty example
Suppose, purely for illustration, you import 120 LED traffic signal heads under 8530 80 00 00. At £30,000 free on board and £1,600 to ship and insure, the customs value is £31,600. With 0% duty on signal heads, the only charge is import VAT: 20% of £31,600, or £6,320. VAT-registered businesses usually recover that in their next return. Inspection checklist
Optics: check luminous intensity, colour and uniformity of each aspect against the class ordered, and phantom (sun reflection) performance.
Electrics and sealing: check wiring, surge protection, ingress protection seals and earthing on samples.
Documents: check test reports against the named standards and any approval the highway or rail authority requires before shipment.
What goes wrong
Signal equipment orders fail on approval, optics and sealing. Products lack the conformity evidence the authority requires, LED intensity falls short or fades, water gets into housings, and controllers use interfaces UK systems do not support.
