Sourcing nicotine pouches from China
The relevant oral nicotine lines carry 12% to 16% UK duty from China; ordinary tobacco-free pouches carry 16%. Only safe consumer products may be supplied in Great Britain. From 29 October 2026, UK sales of nicotine products are restricted to adults aged 18 and over. Cambridge China Bridge sources tobacco-free nicotine pouches.

Oral nicotine pouch duty and classification
Read from the UK Trade Tariff on 8 October 2026, heading 2404 covers several nicotine product families. For tobacco-free pouches, the relevant lines concern oral application: 2404 91 90 00 carries 16% duty from China, while 2404 91 10 00 covers products intended to assist tobacco use cessation at 12%. The supplied data contains only these relevant oral lines, so the table is limited to them.
Neither oral line has an anti-dumping or countervailing duty or a suspension recorded in the supplied data. The ordinary oral line has no attached controls. The cessation line has Veterinary control and Import control on seal products attached; ask your customs broker to confirm their application to the exact formulation and ingredients from China before shipment.
Give your broker the complete formulation, intended use and proposed packaging to confirm the commodity code. Describe any cessation positioning explicitly. For the inhalation products within the wider heading, see vapes and e-liquids. For tobacco products, see our guide to sourcing heated tobacco sticks. For patches, see our guide to sourcing nicotine patches from China.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Tobacco-free oral nicotine pouches, other than cessation products | 2404 91 90 00 | 16% | None |
| Oral nicotine products intended to assist tobacco use cessation | 2404 91 10 00 | 12% | None |
Specify the pouch, formulation and retail tin
Agree nicotine content per pouch and per weight of filling, pouch weight, dimensions, fabric, seam construction, moisture, flavour and acidity. Ask the factory to identify every ingredient and its source, including any animal-derived material. Keep the approved formulation and sample linked to the finished product rather than accepting a report for a different flavour or strength.
Only safe consumer products may be supplied in Great Britain. Plan testing and certification around the actual formulation, nicotine consistency, contamination risks and packaging. As purchasing checks, specify secure closures, readable warnings, batch identification and supplier contact details. Ask for a separate review of any proposed cessation claims before approving artwork.
From 29 October 2026, the UK age of sale for nicotine products is 18 and over. Include that change in your retailer handover and sales planning.
Worked duty example
Illustrative example, not a quote: Retail tins of tobacco-free nicotine pouches; illustrative order and values under 2404 91 90 00, invoiced at £2,016 free on board, with £507 of freight and insurance to the UK. The customs value is £2,523. Duty at 16% is £403.68. Import VAT at 20% is charged on the customs value plus duty, £2,926.68, so it is £585.34. Import taxes total £989.02; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £403.68 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Formulation: match the ingredient declaration and batch test report to the ordered flavour and strength; check that the strength units agree.
Pouches: check seam integrity, loose filling, pouch weight and moisture against the approved specification.
Tins: check closures, seals, pouch counts and signs of leakage, crushing or moisture damage.
Artwork: compare warnings, batch identification and product description with the approved proof during quality inspection.

What goes wrong
A strength stated per weight of filling can be mistaken for strength per pouch. Changing pouch weight can then change the delivered amount even when the printed strength looks unchanged. Require the laboratory report and artwork to use clearly identified units, and hold batches with unexplained differences.
Split seams, loose powder and dried-out filling are useful rejection checks against your agreed sample. Another avoidable mistake is approving cessation wording without reviewing the product’s status and tariff classification. Resolve those questions before paying for printed tins.
Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.

Can I sell nicotine pouches to people under 18?

What should I test before accepting a pouch batch?
Check nicotine content against clearly stated units, formulation identity, contamination risks, pouch seams and moisture. Match reports to the ordered batch, flavour and strength.
Can the factory put stop-smoking claims on the tin?
Ask for a separate review of the product’s status and proposed claims before approving artwork. Also confirm whether the cessation tariff line applies; a factory description alone is insufficient.
