Oral-strip duty and product classification

Read from the UK Trade Tariff on 30 September 2026, heading 2404 covers inhalation products and other nicotine products intended for intake into the body. For nicotine oral strips, the relevant oral-use lines are 2404 91 90 00 at 16% duty from China and 2404 91 10 00 for products intended to assist tobacco-use cessation at 12%. Only these relevant oral lines are shown.

Neither oral line has an anti-dumping duty, countervailing duty or suspension recorded in the supplied facts. The ordinary oral line has no attached controls. The cessation line has Veterinary control and Import control on seal products attached. Their application to a particular strip formulation from China remains to be confirmed with your customs broker before shipment, including any documents required for animal-derived ingredients.

Give your broker the complete formulation, intended use and packaging to confirm the commodity code. Identify any cessation positioning explicitly. For the wider oral nicotine category, see tobacco-free nicotine pouches.

UK duty on these lines for goods of Chinese origin (one code per row), read from the UK Trade Tariff on 30 September 2026.

Specify the film, nicotine content and moisture barrier

Specify nicotine content per strip, strip dimensions, thickness, film-forming ingredients, flavour and the intended dissolution behaviour. Ask the factory to identify ingredient sources, including any animal-derived material. Agree how nicotine consistency will be assessed across strips and across the production batch, and retain an approved sample.

Confirm applicable consumer product safety requirements with Trading Standards. Arrange testing and certification around the actual formulation, nicotine consistency and contamination risks. As purchasing checks, agree moisture-resistant packaging, opening behaviour, storage instructions, warnings and batch identification.

Review cessation claims and product status before approving artwork. If the strips are human medicines, importing them requires a manufacturer’s licence issued by the Medicines and Healthcare Products Regulatory Agency. From 29 October 2026, retail sales of non-medicinal nicotine products are restricted to people aged 18 and over; include this in retailer handover.

Worked duty example

Illustrative example, not a quote: Retail packs of nicotine oral strips; illustrative order and values under 2404 91 90 00, invoiced at £2,016 free on board, with £507 of freight and insurance to the UK. The customs value is £2,523. Duty at 16% is £403.68. Import VAT at 20% is charged on the customs value plus duty, £2,926.68, so it is £585.34. Import taxes total £989.02; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £403.68 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Nicotine: match batch test reports to the ordered formulation and strength; distinguish content per strip from concentration by weight.

Film: compare dimensions, thickness, flexibility and dissolution behaviour with the agreed specification; look for cracking, curling and strips sticking together.

Packaging: check seals, opening behaviour, pack contents and moisture damage; confirm that strips separate without tearing.

Traceability: match batch identification, storage instructions and warnings to the approved artwork during quality inspection.

What goes wrong

A result for nicotine concentration in the film does not establish the amount in each finished strip unless strip weight is also controlled. Ask for results expressed against the agreed specification and hold batches with unexplained differences. A report for another flavour or formulation is a document mismatch to resolve before acceptance.

Moisture exposure can leave films sticky or difficult to separate, while brittle strips may crack during packing or opening. Check the packed product against retained samples. Resolve changes in film ingredients, packaging or cessation wording before approving production.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.

Frequently asked questions

What is the UK import duty on nicotine oral strips from China?

The ordinary oral nicotine line carries 16%. The oral line for products intended to assist tobacco-use cessation carries 12%. Confirm classification against the formulation, intended use and packaging.

Can I sell nicotine oral strips to underage customers?

From 29 October 2026, retail sales of non-medicinal nicotine products are restricted to people aged 18 and over. Plan retailer handover around that commencement date.

Can a factory put stop-smoking claims on the pack?

Review the claims and product status before approving artwork. If the strips are human medicines, importing them requires a manufacturer’s licence. Tariff classification alone does not settle product status.

What should I check when nicotine strips arrive?

Check nicotine results per strip, film consistency, separation, cracking, package seals and moisture damage. Match batch identification and reports to the ordered formulation and strength.
