Duty and classification

Heading 8207 covers interchangeable tools, including milling and threading tools. The table shows milling classifications to consider for thread milling cutters, according to working material, construction and intended workpiece. These are alternatives for checking, rather than interchangeable codes. See the carbide end mills guide for wider milling-tool coverage. For keyseat milling, see our Woodruff keyseat cutter sourcing guide.

Read from the UK Trade Tariff on 29 September 2026, the listed milling lines carried 0% duty for goods from China. The supplied tariff data records no anti-dumping or countervailing duty, suspensions or attached import controls for these lines. Import VAT is separate from customs duty.

Send the broker the cutter drawing, working-part material, shank arrangement and intended machining operation. Ask them to confirm milling versus threading classification rather than copying a supplier's code. Use finding your commodity code before declaring the shipment.

Specify the thread and machining application

Specify the thread form, pitch, tolerance, internal or external thread, straight or tapered profile, and required thread depth. State whether the cutter has a single profile or multiple teeth along its cutting length. Agree cutting diameter, neck clearance, shank diameter, flute arrangement and coolant passages against a drawing.

Name the workpiece material and condition, cutter material grade and coating. Approve a sample by machining the intended thread with the intended holder and toolpath, then checking it with agreed gauges. Workplace supply law applies to articles for use at work where more specific product safety law does not apply; request clear handling and operating information.

Worked duty example

Illustrative example, not a quote: Illustrative small-business assortment of thread milling cutters with cermet working parts under 8207 70 10 00, invoiced at £4,500 free on board, with £450 of freight and insurance to the UK. The customs value is £4,950. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £4,950, so it is £990. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Profile: measure pitch, tooth form, cutting diameter and usable cutting length against the approved drawing; check thread designation on each pack.

Material and edges: compare material certificates with the order and inspect cutting edges for chips, grinding damage and uneven coating.

Shank and runout: measure shank diameter, neck clearance and runout in the agreed holder; inspect coolant passages where specified.

Trial cut and packing: machine sample threads and check gauge results, finish and edge condition; check individual protective cases and batch identification at inspection.

What goes wrong

A cutter can look correct yet produce threads that fail the gauge because its tooth profile, pitch or programmed compensation is wrong. Insufficient neck clearance causes rubbing in deep holes. Excessive runout loads cutting edges unevenly, while chipped teeth leave damaged thread flanks.

Keep the approved drawing, sample and trial-cut settings together. Investigate the holder and toolpath alongside the cutter before accepting a replacement. Inspect incoming stock for transit damage and mixed specifications, and compare shipment samples with the approved machining result.

Frequently asked questions

What is the UK import duty on thread milling cutters from China?

The milling lines shown carry 0% duty in the supplied tariff data, with no anti-dumping or countervailing duty. Confirm the line for the cutter's material and construction.

Are thread milling cutters classified as taps?

Do not copy a tap code simply because the cutter makes threads. Give your broker the drawing, working material and machining method to confirm the classification.

What should I put in a thread mill specification?

Thread form, pitch, tolerance, internal or external use, thread depth, cutter profile, cutting and shank dimensions, material grade, coating and intended workpiece.

How do I check a thread milling cutter sample?

Check profile, dimensions, edge condition and runout, then machine the intended workpiece using the agreed holder and toolpath. Check the finished thread with agreed gauges.
