Sourcing carbide end mills from China
Carbide end mills from China carry 0% UK duty across the relevant milling-tool lines. Work equipment must be sold safe, so far as reasonably practicable. Specify carbide grade, cutting geometry and coating, then check runout and cutting performance against an approved sample. Cambridge China Bridge sources carbide end mills.

Duty on carbide end mills
Heading 8207 covers interchangeable tools, including milling cutters. For carbide end mills used on metal, check the milling-tool line for a cermet working part. The table separates common cutter shapes sharing that line and cutters intended for non-metal materials; shape alone does not establish the commodity code.
Read from the UK Trade Tariff on 3 October 2026, the relevant milling-tool lines carried 0% duty for goods from China. The supplied tariff record lists no anti-dumping or countervailing duty, suspension or attached import control for these lines. Import VAT is normally 20%; see import duty and VAT.
Confirm the working-part composition, intended workpiece material and construction with your broker using finding your commodity code. Do not select the other-materials shank-type line merely because an end mill has a shank. For the wider tool family, see drill bits and saw blades.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Flat-end carbide end mills for metal, with cermet working part | 8207 70 10 00 | 0% | None |
| Carbide end mills for working materials other than metal | 8207 70 90 00 | 0% | None |
Specify carbide grade and cutting geometry
State whether the cutter is solid carbide or carbide-tipped, the carbide grade, binder composition and coating. Specify cutting diameter, shank diameter, flute length, overall length, flute count, helix angle and end geometry. Distinguish flat ends, ball noses and corner radii, and say whether centre cutting is needed.
Give the factory the workpiece material, holder, machining operation and coolant conditions. Agree dimensional tolerances, runout acceptance and a cutting trial against an approved sample. Ask for recommended cutting conditions and handling information. Work equipment must be sold safe, so far as reasonably practicable.
Worked duty example
Illustrative example, not a quote: An illustrative mixed-size order of carbide end mills for a small machine shop under 8207 70 10 00, invoiced at £2,000 free on board, with £740 of freight and insurance to the UK. The customs value is £2,740. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £2,740, so it is £548. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.
Inspection checklist
Dimensions: measure cutting and shank diameters, flute length, overall length and corner geometry against the drawing. Check that the shank fits the intended holder.
Edges and coating: examine cutting edges for chips, grinding defects and uneven coating. Match material and coating records to the production batch.
Runout and cutting: measure runout in the agreed holder, then cut the specified workpiece material under agreed conditions. Compare finish, wear and edge damage with the approved sample.
Packing and identification: check size labels and batch identification, and ensure individual tubes protect cutting edges during transport. Include these checks in quality inspection.
What goes wrong
A cutter can match the diameter yet perform poorly because its carbide grade, edge preparation or flute geometry differs from the sample. Excessive runout can cause uneven tooth loading, poor finish and early edge damage. A coating colour is not a reliable way to identify the coating.
Long cutting lengths and unsuitable tool projection can increase vibration. Edges can also arrive chipped when cutters touch inside the packaging. Keep an approved sample and repeat the agreed cutting trial on shipment samples, recording the holder and conditions so results are comparable.

Frequently asked questions
What is the UK import duty on carbide end mills from China?
The relevant milling-tool lines carry 0% duty in the supplied tariff record, read on 3 October 2026, with no listed anti-dumping or countervailing duty.
Which commodity code applies to carbide end mills?
For metal milling with a cermet working part, check 8207 70 10 00. Confirm composition and intended use with your broker; a shank alone does not determine classification.
What should I put in an end mill specification?
Carbide grade, binder composition, coating, diameters, lengths, flute count, helix angle, end geometry and tolerances, plus the workpiece material and an agreed cutting trial.
How do I check carbide end mill quality?
Measure dimensions and runout, inspect edges and coating, and cut the intended workpiece material under agreed conditions. Compare shipment samples with the approved sample and check protective packing.
