Sourcing thin-film EL modules from China

UK duty on thin-film electroluminescent display modules from China is 0% across the relevant lines. Establish whether the supply is a business-to-business component or finished equipment: the finished product must meet applicable legislation. Cambridge China Bridge sources thin-film electroluminescent display modules.

Duty and classification for thin-film displays

Read from the UK Trade Tariff on 30 September 2026, heading 8524 covers flat panel display modules, including those with touch-sensitive screens. For thin-film electroluminescent modules, the relevant other-technology lines are 8524 19 00 00 without drivers or control circuits and 8524 99 00 00 otherwise. Both carry 0% duty for goods from China. The supplied tariff record lists no anti-dumping or countervailing duty and no suspensions on these lines.

The tariff attaches a cultural-goods export licence flag to 8524 99 00 00. Its note provides a document waiver for goods manufactured or produced less than 50 years ago. Official guidance states that importing objects of cultural interest into Great Britain has no licensing requirement. Ask your customs broker to confirm how the flag and waiver apply to your declaration.

Confirm the commodity code using the module datasheet, circuit description and supplied assembly. The table shows touch and non-touch variants under the same relevant codes, rather than additional tariff lines. For the wider heading, see plasma display modules. Allow separately for import VAT through the UK import duty and VAT guide.

Specify the emitting panel and its drive circuit

Specify thin-film electroluminescent construction explicitly. Agree the active area, pixel layout, emitting colour, brightness, contrast and viewing conditions. Record the glass outline, mounting points, connector position and pin assignment. State whether the order includes the drive electronics, control board, touch layer and connecting cable. Keep an approved sample with the agreed drawing and test procedure.

Ask for the required drive waveform, voltage, frequency, power consumption and interface timing. Test the sample with your intended controller and power supply. Request material information for the emitting stack, electrodes, solder and encapsulation so your technical adviser can assess the intended finished assembly.

Official Great Britain guidance excludes component parts sold business to business from the hazardous-substances regulations. Establish whether that description fits your supply. A finished product must comply with all applicable legislation when placed on the Great Britain market. Agree the evidence needed for your intended assembly through testing and certification.

Worked duty example

Illustrative example, not a quote: 50 thin-film electroluminescent display modules with drivers (illustrative order) under 8524 99 00 00, invoiced at £12,000 free on board, with £600 of freight and insurance to the UK. The customs value is £12,600. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £12,600, so it is £2,520. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Image: display uniform and patterned images; check missing pixels, uneven brightness, flicker and differences from the approved sample under the agreed viewing conditions.

Drive compatibility: operate modules with the intended controller; check start-up, interface timing, current draw and connector pin assignment against the approved specification.

Construction: inspect glass edges, seals, mounting holes, cable attachment and connector alignment; check for cracks, chips, contamination and damaged contacts.

Arrival condition: inspect protective packaging and moisture damage, record batch identification and repeat the functional checks on delivered samples. Use the agreed quality inspection procedure.

What goes wrong

A module can illuminate on the supplier's test fixture yet flicker or display an incomplete image with your controller. Changed drive electronics, connector wiring or interface timing can make a repeat batch incompatible. Treat panel and driver substitutions as changes requiring sample approval.

Glass damage, uneven emission and weak cable attachments can escape a brief demonstration. Agree viewing conditions and acceptance criteria before ordering, then test samples from the production batch rather than relying on a demonstration unit. Keep photographs and test records for any disputed delivery.

Frequently asked questions

What is the UK import duty on thin-film electroluminescent display modules from China?

The relevant lines, 8524 19 00 00 and 8524 99 00 00, both carry 0% duty. The supplied tariff record lists no anti-dumping or countervailing duty and no suspensions on either line.

Are bare display components covered by the hazardous-substances rules?

Official Great Britain guidance excludes component parts sold business to business. Confirm that your supply fits that description; a finished product must meet applicable legislation when placed on the market.

Should I buy the panel with its driver?

Specify the assembly your design needs. If buying a panel alone, obtain its drive requirements and test it with your circuit. If buying an integrated module, approve the driver, interface and connector wiring together.

What should I test when the modules arrive?

Check glass and seals, connector alignment, image uniformity and pixel operation. Run delivered samples with your intended controller and compare their behaviour with the approved sample.
