Sourcing Sulphur Textile Dyes from China
Sulphur textile dyes from China generally attract 6% UK duty; qualifying Sulphur Black 1 has a conditional 0% suspension. Check composition rather than the shade name, and resolve UK REACH and chemical labelling duties before supply in Great Britain. Cambridge China Bridge sources sulphur textile dyes.

Sulphur dye duty and suspension conditions
Read from the UK Trade Tariff on 1 October 2026, heading 3204 covers synthetic organic colouring matter and preparations. Sulphur dyes sit within its other colouring matter category. The table repeats the residual code for different buying descriptions; these are not separate tariff lines. For wider heading context, see vat textile dyes.
The supplied lines carry 6% duty for China, with no anti-dumping or countervailing duty recorded. Sulphur Black 1 at 75% or more has a 0% suspension, but its footnote excludes mixtures, preparations or products made up of different components containing it. Do not assume every black dye qualifies. Suspensions recorded against the residual line name solvent colourants, not sulphur dyes.
The tariff also attaches veterinary control and waste import and export controls. Waste shipment controls apply only where the material is waste. For a China shipment, ask your customs broker to confirm the applicable waste requirements and whether the veterinary control requires documentation for the actual formulation. Confirm composition and suspension eligibility using finding your commodity code.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Sulphur Black 1 with colourant content of 75% or more | 3204 19 00 13 | 6% | None |
| Other sulphur black textile dyes, subject to composition | 3204 19 00 90 | 6% | None |
Specify the sulphur dye and the dyeing process
Specify the dye identity, colourant content, powder or liquid form, additives and intended fabric. Agree a retained standard, strength comparison, shade tolerance, moisture and insoluble matter limits. Ask the factory to describe reduction, dyeing, oxidation and washing conditions so that its sample can be reproduced in your dye house.
Resolve UK REACH registration or representative coverage before importing. Confirm with HSE whether an English safety data sheet is required and which classification responsibilities apply. Before placing imported substances or mixtures on the Great Britain market, the importer must ensure correct labelling and packaging. Match the actual formulation to the paperwork rather than accepting a sheet for a similarly named dye.
Worked duty example
Illustrative example, not a quote: Illustrative order: 5 tonnes of sulphur textile dye powder under 3204 19 00 90, invoiced at £30,000 free on board, with £2,000 of freight and insurance to the UK. The customs value is £32,000. Duty at 6% is £1,920. Import VAT at 20% is charged on the customs value plus duty, £33,920, so it is £6,784. Import taxes total £8,704; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £1,920 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Identity: compare the batch certificate, formulation declaration and container labels with the approved dye.
Performance: dye the delivery sample beside the retained standard using the agreed fabric and process; compare shade, strength, washing fastness and rubbing transfer.
Condition: check powder for caking and contamination, or liquid for settling and poor redispersion; inspect seals and leakage.
Documents: match batch references across the certificate, safety data sheet and labels; retain a sample before releasing the lot.

What goes wrong
A black shade name can conceal a different formulation or lower colourant content. A strength result from the supplier's own recipe may not reproduce your shade. Uneven reduction, oxidation or washing can also confuse the comparison, so record the process alongside the result.
Damp powder, persistent sediment and inconsistent batches can interrupt production. Quarantine a disputed lot and compare it with the retained standard before changing the production recipe. Treat tariff suspension eligibility separately from colour strength: a strong dye is not proof that the declared composition qualifies.

Frequently asked questions
What is the UK import duty on sulphur dyes from China?
Generally 6%. Qualifying Sulphur Black 1 has a conditional 0% suspension. The supplied lines record no anti-dumping or countervailing duty.
Does every sulphur black dye qualify for zero duty?
No. The named line requires Sulphur Black 1 content of 75% or more, and the suspension footnote excludes products made up of different components containing it. Confirm the exact formulation.
Do sulphur dyes need UK REACH registration?
Confirm with HSE whether each imported substance needs UK REACH registration, whether valid transitional coverage applies and whether coverage through the manufacturer's appointed representative is available.
How should I compare a delivery with the approved sample?
Use the same fabric and recorded dyeing process for both. Compare shade, strength, washing fastness and rubbing transfer, then investigate moisture, insoluble matter or settling where results differ.
