Sourcing steel railway sleepers from China

Steel railway sleepers from China pay 0% UK duty under 7302 90 00 00, with no listed anti-dumping or countervailing duty. Mainline track components need Network Rail product acceptance; agree the design and project assessment route before ordering. Cambridge China Bridge sources steel railway sleepers.

Steel sleepers: 0% UK duty

Read from the UK Trade Tariff on 1 October 2026, heading 7302 covers iron or steel railway and tramway track construction material, including sleepers. Steel sleepers fall within 7302 90 00 00. The table includes associated clips, chairs and sole plates; repeated codes represent goods sharing a tariff line.

The supplied tariff record shows 0% duty for steel sleepers from China, no steel measure, no anti-dumping or countervailing duty, no suspension and no attached import control. Import VAT is separate. Steel sleepers are within the future UK carbon border adjustment mechanism, applying from 1 January 2027; see the UK carbon border adjustment guide.

Confirm the sleeper material, intended track use and any separately supplied fittings before choosing the commodity code. For other products within this heading, see rails and track fittings.

Specify the sleeper and fastening assembly

Give the factory an approved drawing covering steel grade, section thickness, formed profile, length, rail-seat spacing and inclination, fastening holes or shoulders, end shape and dimensional tolerances. Specify the rail profile, clips, pads and insulators that will be fitted. Ask for material traceability and test records tied to the proposed design.

Confirm with Network Rail or the relevant infrastructure manager whether product acceptance is required for the mainline track components. The infrastructure National Technical Specification Notice applies to projects seeking authorisation for new, upgraded or renewed railway infrastructure in Great Britain. Its constituent specifications are based on concrete or wooden sleepers; components for other track designs are not treated as interoperability constituents. Agree the assessment route for the steel design with the project team before ordering.

Ask the operator to confirm axle load, operating speed, track gauge, ballast arrangement and electrical insulation needs. Approve a trial assembly using the intended rail and fastenings, and agree surface protection, bundle supports and lifting arrangements with the supplier.

Worked duty example

Illustrative example, not a quote: Illustrative order, not a quotation: 300 steel railway sleepers under 7302 90 00 00, invoiced at £18,000 free on board, with £4,000 of freight and insurance to the UK. The customs value is £22,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £22,000, so it is £4,400. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Documents: match material certificates, heat or batch identifiers, drawings and agreed test records to the delivered sleepers.

Geometry: measure rail-seat spacing, inclination, hole positions, formed section and twist against the approved drawing.

Assembly: fit the specified rail, clips, pads and insulators to sampled sleepers; check seating and fastening engagement.

Condition: inspect bends, cracks around formed areas, burrs, coating damage and corrosion after unloading. Record defects before installation; see quality inspection.

What goes wrong

A sleeper can match the overall length but still give the wrong gauge because the rail seats or fastening positions differ from the drawing. Substituted clips, pads or insulators can make an apparently complete assembly unsuitable for the intended track. Check the assembled fit before approving production.

Poor bundle support can distort formed sleepers during transport, while missing batch records make material verification difficult. Hold damaged or unidentified stock apart and compare it with the purchase specification. Resolve project acceptance and design evidence before committing to the factory.

Frequently asked questions

What is the UK import duty on steel railway sleepers from China?

The supplied tariff record shows 0% under 7302 90 00 00, with no steel measure or listed anti-dumping or countervailing duty. Import VAT is separate.

Do steel sleepers need Network Rail acceptance?

Confirm with Network Rail or the relevant infrastructure manager whether product acceptance is required for the national-network track components. Agree the proposed steel-sleeper design and supporting evidence with the project team before ordering.

Can I use a concrete-sleeper certificate for steel sleepers?

Ask for evidence covering the steel design. The infrastructure specification bases its constituent requirements on concrete or wooden sleepers and excludes components for other track designs from that category.

What should I check when steel sleepers arrive?

Check batch documents, rail-seat geometry, fastening positions, twist and transport damage. Trial-fit the intended rail, clips, pads and insulators against the approved drawing.
