Sourcing steel beam blanks from China
Steel beam blanks of non-alloy steel from China carry 0% UK duty across the listed lines, with no trade remedy shown. Match carbon content and the unfinished profile to the commodity code, and agree the rolling mill's section drawing and heat chemistry. Cambridge China Bridge sources steel beam blanks.

Beam blank classification and duty
Read from the UK Trade Tariff on 4 October 2026, heading 7207 covers semi-finished products of iron or non-alloy steel. Its explicit rolled or continuously cast section-blank lines divide at 0.25% carbon. These are the starting point for beam blanks bought for further rolling. For the wider heading, see steel billets and slabs.
The listed lines carry 0% duty for goods from China. The supplied tariff record shows no anti-dumping or countervailing duty, suspension, attached import control or steel measure on them. The residual rows describe other semis: ask your broker whether a forged or otherwise different blank fits those descriptions. Confirm the commodity code using chemistry, the section drawing and production method; a customs declaration needs a commodity code.
Confirm with HMRC or your customs broker whether and when the UK carbon border adjustment mechanism applies to your beam-blank imports. Prepare for beam blanks by requesting the mill's emissions information alongside heat certificates. Records are required even where registration is unnecessary, to demonstrate that the importer is not liable for the tax. See the UK carbon border adjustment guide.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Rolled or continuously cast section blanks, carbon below 0.25% | 7207 19 80 10 | 0% | None |
| Rolled or continuously cast section blanks, carbon 0.25% or more | 7207 20 80 10 | 0% | None |
| Other low-carbon irregular-section semis, subject to classification | 7207 19 80 90 | 0% | None |
| Other irregular-section semis, carbon 0.25% or more; confirm classification | 7207 20 80 90 | 0% | None |
Specify the blank for the receiving rolling mill
Send the mill an approved blank cross-section drawing showing overall depth, flange width, web thickness, flange thickness and root shape. Agree length, straightness, twist, dimensional tolerances, permissible surface conditioning and the intended finished beam grade. Ask the receiving rolling mill to approve the blank geometry before production.
Specify heat chemistry, including carbon, manganese, sulphur, phosphorus and residual elements. Request a heat inspection certificate and matching identification on the blanks. Agree sampling, internal-soundness checks, rejection criteria and independent dispute testing in the purchase contract. Review the producer's casting and section capability through factory verification.
Worked duty example
Illustrative example, not a quote: 20 tonnes of continuously cast low-carbon steel beam blanks for a trial rolling order, illustrative under 7207 19 80 10, invoiced at £18,000 free on board, with £2,000 of freight and insurance to the UK. The customs value is £20,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £20,000, so it is £4,000. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.
Inspection checklist
Identity and chemistry: match heat markings to certificates, packing lists and sampled chemistry results. Keep different heats identifiable during unloading and storage.
Profile and length: measure the web, flanges, roots, overall depth and cut length against the approved blank drawing. Check flange symmetry, straightness and twist.
Surface and soundness: inspect flange tips, web-to-flange roots and cut ends for cracks, laps, deep scale pits and excessive grinding. Review the agreed macro-etch results for porosity, segregation and internal cracking.
Arrival and unloading: record load movement, damaged ends and missing markings before acceptance. Lifting operations using lifting equipment must be planned by a competent person, appropriately supervised and performed safely. Set the inspection scope using quality inspection explained.

What goes wrong
A blank can match the overall depth yet have the wrong web thickness, flange balance or root shape for the receiving mill. Unagreed grinding can remove useful metal, while surface cracks and internal segregation can carry into the rolled beam. Inspect the detailed profile and agreed soundness samples before shipment.
Mixed or illegible heat markings break the link between the blank and its chemistry certificate. Buying under a finished-beam description also obscures what is being supplied. Keep the contract, drawing, certificate and customs description aligned, and quarantine doubtful heats on arrival.
Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
Frequently asked questions
What is the UK import duty on steel beam blanks from China?
The supplied tariff record, read on 4 October 2026, shows 0% duty on the listed non-alloy steel blank lines, with no anti-dumping or countervailing duty and no steel measure shown.
Which commodity code covers steel beam blanks?
The explicit rolled or continuously cast section-blank lines are 7207 19 80 10 below 0.25% carbon and 7207 20 80 10 at 0.25% or more. Confirm the chemistry, profile and production method with your broker.
What should I put on a steel beam blank drawing?
Show overall depth, flange width and thickness, web thickness, root shape, length and tolerances. Agree straightness, twist and permissible surface conditioning with the receiving rolling mill.
How do I check steel beam blanks before shipment?
Match heat markings to certificates, verify sampled chemistry, measure the full profile and inspect roots and flange tips for cracks. Review the agreed internal-soundness tests before accepting the heat.
