Sourcing forging steel blooms from China

Non-alloy forging steel blooms from China carry 0% UK duty across the listed lines, with no listed trade remedies. Classification follows carbon content, section and how the bloom was made, rather than its intended forging use. Check heat chemistry, soundness and supply-chain records. Cambridge China Bridge sources forging steel blooms.

Zero duty on the listed forging-bloom lines

Heading 7207 covers semi-finished products of iron or non-alloy steel. The table selects blooms already made by forging. Cast blooms bought for subsequent forging need the appropriate cast line instead. The narrow rectangular category includes square sections and requires the width to be less than twice the thickness. Alloy steel semi-finished products belong under heading 7224.

Read from the UK Trade Tariff on 26 October 2026, the listed lines carry 0% duty for goods from China. The supplied tariff facts list no anti-dumping or countervailing duty, suspensions or attached import controls, and show no steel measure on these lines. Import VAT is normally 20%; see UK import duty and VAT.

Confirm the commodity code against the mill certificate and production route. The UK carbon border adjustment mechanism starts on 1 January 2027; confirm with your customs broker whether these steel semi-finished products fall within its scope, and ask the mill about emissions data when planning future imports. See the wider steel billets and slabs guide for other products within this heading.

Specify the bloom for the forging process

State the non-alloy steel grade, intended forged component and required chemistry, including carbon, manganese, sulphur, phosphorus and residual elements. Specify cross-section, length, straightness, end condition and any machining allowance. Say whether you want cast stock for forging or a bloom already forged, and agree the supplied condition.

Ask for a heat-specific inspection certificate and agree chemistry verification, internal-soundness testing, sampling and rejection criteria before ordering. Keep the original mill identity and processing history with the heat records. Official guidance says traders should be prepared to provide supply-chain documentation consistent with the sanctions prohibitions; arrange this evidence before shipment.

Worked duty example

Illustrative example, not a quote: 20 tonnes of forged non-alloy steel blooms for a forging workshop; illustrative order under 7207 20 19 00, invoiced at £18,000 free on board, with £2,000 of freight and insurance to the UK. The customs value is £20,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £20,000, so it is £4,000. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Traceability: match each bloom's stamped or painted heat number to the certificate, packing list and test records; keep different heats identifiable on arrival.

Chemistry: compare the certificate with the ordered grade and verify sample chemistry by spark optical emission spectrometry, including agreed residual-element limits.

Soundness: review the agreed internal examination results and sample macro-etch findings for centre porosity, shrinkage cavities and segregation.

Dimensions and surface: measure section, length and straightness; inspect ends and surfaces for cracks, laps, scale pits and handling damage before accepting the stock.

What goes wrong

A supplier describes cast stock as a forging bloom because it will eventually be forged. That description alone does not establish the production route or tariff line. Another failure is a generic certificate that cannot be matched to individual blooms, leaving mixed heats impossible to trace.

Chemistry outside the agreed limits, centre defects and surface laps can emerge during forging or machining. Agree which defects trigger rejection, how disputed samples are retained and who performs the umpire test. Record arrival defects before processing removes their original appearance.

Frequently asked questions

What is the UK import duty on forging steel blooms from China?

The listed non-alloy steel bloom lines carry 0% duty for China in the supplied tariff facts, with no listed anti-dumping or countervailing duty. Import VAT is normally 20%.

Does stock bought for forging use a forged commodity code?

The intended use does not establish the manufacturing route. Check whether the supplied bloom is cast, rolled or already forged, then match its chemistry and cross-section to the tariff line.

What documents should I ask the mill for?

Ask for heat-specific inspection certificates, matching bloom markings and agreed test results. Arrange supply-chain documentation for sanctions checks alongside the quality records.

How do I check blooms before forging?

Match heat numbers, verify sample chemistry, review agreed internal-soundness tests and measure section, length and straightness. Record cracks, laps and end defects before processing.
