Zero duty where heading 8521 applies

Read from the UK Trade Tariff on 30 September 2026, heading 8521 covers video recording or reproducing apparatus, whether or not incorporating a video tuner. Its non-magnetic-tape line, 8521 90 00 00, carries 0% duty for goods from China. The supplied tariff facts list no anti-dumping or countervailing measures, suspensions or attached import controls.

The table shows configurations sharing that commodity line, rather than separate tariff subdivisions. Confirm that your duplicator's actual function fits the heading before using the code. Give your broker the controller specification, supported media and description of the copying process. See finding your commodity code and the wider DVD recorder guide.

Specify the controller, drives and copy process

Specify operation without a computer, source-disc copying or stored-image copying, supported recordable DVD formats, target-drive count and the drive make and model. Agree whether the controller compares copied data with the source, how it identifies a failed target and whether copying continues when a drive fails. Approve the firmware version and menu wording with a sample.

For mains-powered equipment sold in Great Britain, check electrical safety documentation, the declaration of conformity, CE or UKCA marking and importer identification. Instructions must be in easily understandable English. Electromagnetic compatibility rules also cover equipment liable to generate disturbance. Ask for reports matching the assembled duplicator, including its controller, drives and power supply, through testing and certification.

Electrical equipment also needs evidence of compliance with restrictions on hazardous substances. For imports intended for resale, check who holds the electrical-waste producer registration; producers must register annually. Request material compliance documentation for the fitted components rather than accepting a declaration for a different chassis.

Worked duty example

Illustrative example, not a quote: Illustrative order: 10 standalone DVD video duplicators; illustrative FOB value and freight under 8521 90 00 00, invoiced at £12,000 free on board, with £600 of freight and insurance to the UK. The customs value is £12,600. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £12,600, so it is £2,520. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Copy integrity: copy your approved video master onto the agreed blank media in every target drive, run the comparison function and play completed discs on independent players.

Sustained operation: repeat copying with all targets active; check for failed discs, controller freezes, overheating and fan obstruction.

Build and identification: match the controller, drive models, power supply, firmware, conformity marking and importer details to the approved sample and documentation.

Arrival condition: inspect trays, connectors, casing and packaging for transport damage; check English instructions and repeat the copy test on received units. Agree the scope of quality inspection before dispatch.

What goes wrong

A completed burn does not prove that a disc will play correctly. Media compatibility, a weak writer or a changed drive model can produce unreadable copies. Test your intended blank media and video master, and record results by target drive. Require approval before the factory substitutes drives or changes controller firmware.

A sample tested with only some targets active can conceal power-supply or cooling problems during full operation. Automatic loaders add another failure point: test feeding, rejection and recovery from a jam with the intended discs. Keep the approved component list and inspection results together for repeat orders.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For components and parts, see sourcing for manufacturers.
