Zero duty on complete benches, 2% on parts
Read from the UK Trade Tariff on 29 September 2026, heading 9403 covers other furniture and its parts. Ordinary stainless steel workbenches are candidates for 9403 20 80 80, other metal furniture. The relevant complete-bench line carries 0% duty for goods from China; the furniture-parts lines shown carry 2%. These lines list no anti-dumping or countervailing duty and no suspension.
The complete-bench code attaches an import prohibition on goods for torture and repression. Ask your customs broker to confirm the declaration requirement against the product and linked tariff footnotes. The selected lines also list a cultural-goods export licence control, and the complete-bench line lists a torture-goods export restriction; these are export entries in the supplied tariff facts.
Confirm whether the shipment is complete furniture, an incomplete bench or separately classified parts using the commodity-code guide. A shelving description is not interchangeable with a workbench description. For the wider catering range, see catering equipment sourcing.

Specify the steel and the working surface
Put the steel grade and sheet thickness for the top, legs and undershelf in the purchase specification. Agree overall dimensions, working height, rear upstand, edge folds, reinforcement, adjustable feet and assembly method. State the intended load and how the factory will demonstrate it on the assembled bench.
For direct food preparation, food-contact materials must not have a detrimental effect on food or drink. Ask for material identification and suitability evidence matched to the actual top, finish and intended use. Agree smooth weld finishing, accessible cleaning areas and removal of fabrication residues before packing.
Worked duty example
Illustrative example, not a quote: 80 stainless steel workbenches; illustrative order, not a quotation under 9403 20 80 80, invoiced at £21,000 free on board, with £3,500 of freight and insurance to the UK. The customs value is £24,500. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £24,500, so it is £4,900. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.
Inspection checklist
Materials: compare material records and measured sheet thickness with the approved specification; check the top, legs and undershelf separately.
Surface: inspect welds, folded edges and corners for burrs, pits, open seams, grinding marks and trapped polishing residue.
Assembly: build a production sample, check fasteners and adjustable feet, then assess wobble and deflection under the agreed test load.
Packing: check corner protection, separation of loose legs and fittings, protective film removal and carton identification against the assembly instructions.

What goes wrong
A sample can hide differences between the top and the supporting structure. Thinner sheet, missing reinforcement or loose leg connections can leave the delivered bench flexible or unstable. Open welds and folded seams can trap residue, while rough edges make handling difficult.
Loose components can dent the top during transport, and packing film can conceal scratches until assembly. Record the approved construction and packing method, inspect production goods before dispatch, and photograph damage before removing the packaging.
