Sourcing warehouse pallet racking from China

Warehouse pallet racking and separately classified metal parts from China carry UK duty of 0% to 2% under the relevant furniture lines. Confirm classification from the actual construction. Complete metal racking and separately imported parts

Read from the UK Trade Tariff on 5 October 2026, heading 9403 covers other furniture and its parts. The selected complete metal furniture lines carry 0% duty for goods from China, while the selected metal parts lines carry 2%. The supplied tariff record shows no anti-dumping or countervailing duty, steel measure or suspension on these lines.

The complete metal furniture lines attach an import prohibition concerning torture and repression goods. Government guidance prohibits imports of the listed torture goods. Ask your customs broker to confirm the tariff footnote and declaration requirement for ordinary warehouse racking from China. The record also attaches a cultural-goods export licence measure to these lines and the parts lines, and torture-goods export restrictions to the complete furniture lines; these are labelled as export measures.

The shelving-specific lines describe uprights with flat connecting surfaces and beams without welded upright connectors. Do not select them merely because a supplier calls its product shelving. Specify the rack layout and load configuration

Agree pallet dimensions, pallet condition, load distribution, beam spans, storage levels, upright profiles, steel grade and thickness, bracing, baseplates and anchors. Supply the warehouse layout, floor information and handling-equipment clearances. Ask for calculations and test reports matching the proposed beam, upright and connector combination.

HSE guidance says racking should be properly designed and installed to support the stored load. Agree who checks the floor and installation design before ordering. Include assembly drawings, component identification, load notices and replacement-part details in the purchase specification. Use factory verification to check manufacturing capability.

Judging a factory quote with 30% deposit and 70% before shipping

A racking quote is only comparable when it states what is in it. Ask the factory to list, per item, the steel grade (for example Q235 or Q355), the upright and beam profile with its section drawing, the steel thickness of uprights and beams, the rated load per beam level and per bay, the finish (powder coating or galvanising), whether bracing, row spacers, safety pins and floor anchors are included, and how the steel is packed for sea freight. Two quotes at different prices are often two different racks: thinner uprights, a lower load rating or missing anchors make a cheaper offer, not a better price.

Before paying the 30% deposit, check that the factory is real: its business licence should match the company name on the proforma invoice and the bank account holder, and a live video walk of the roll-forming and welding lines shows whether it makes racking or resells it. Worked duty example

Illustrative example, not a quote: 300 replacement pallet-racking beams, classified as parts; illustrative only under 9403 99 10 90, invoiced at £21,000 free on board, with £4,000 of freight and insurance to the UK. The customs value is £25,000. Duty at 2% is £500. Import VAT at 20% is charged on the customs value plus duty, £25,500, so it is £5,100. Inspection checklist

Profiles: measure steel thickness, upright sections, hole positions and beam dimensions against the approved drawings.

Connections: trial-assemble the supplied beams and uprights; check connector engagement, locking pins, bracing and weld quality.

Fixings: count baseplates, anchors, bolts and spacers against the installation schedule; check that instructions identify their locations.

Arrival condition: inspect for bent uprights, twisted beams, cracked welds, damaged coatings and missing load notices before installation.

What goes wrong

A load claim can refer to a shorter beam span or a different arrangement from the rack being ordered. Substituted steel thickness, altered connector geometry and missing locking pins can undermine the approved design. Treat a report for a similar rack as a reason to request matching evidence.

Transport damage and incompatible replacement components can prevent correct assembly. Quarantine suspect parts and resolve discrepancies before loading.
