Sourcing silicone polymer emulsions from China
Silicone polymer emulsions within heading 3910 normally carry 6% UK duty from China. Named suspensions give a heading-wide range of 0% to 6%, but do not automatically cover emulsions. Check the formulation, UK REACH position and hazard classification before supply. Cambridge China Bridge sources silicone polymer emulsions.

6% for ordinary silicone polymer emulsions
Read from the UK Trade Tariff on 1 October 2026, heading 3910 covers silicones in primary forms. For emulsions proposed under 3910 00 00 90, obtain the full formulation before accepting the classification. The table shows different buying applications against the same general tariff line, rather than separate commodity codes. See the wider silicone guide for oils, rubbers and resins.
The supplied tariff record gives 6% duty on goods from China and lists no anti-dumping or countervailing measure. The general line has 0% suspensions for narrowly described platinum-catalysed addition-cure liquid mixtures and specified fluorosilicone or methacrylate-ended materials. Their descriptions and mixture exclusions need checking; do not cost an ordinary aqueous emulsion at zero duty merely because it contains silicone.
The tariff attaches waste import and export controls. If a China shipment into England is waste subject to notification controls, the exporter must apply to the dispatch country's competent authority for consent. Ask your customs broker to confirm whether the control applies to the actual consignment and destination. Confirm the commodity code using the composition, physical form and intended use.

Specify the emulsion and its dilution behaviour
State the intended process, polymer identity, silicone active content and total solids separately. Specify the emulsifier type, viscosity test conditions, acidity, appearance, dilution water and mixing method. Agree storage conditions, shelf life and acceptable separation. Test the proposed grade in your actual textile bath, release process or surface-treatment formulation before approving bulk supply.
Check the UK REACH position for siloxane monomers and additives. Before selling in Great Britain, check chemical classification, labelling and packaging. Hazardous chemicals supplied for use at work require a safety data sheet. Match the supplier's composition information and hazard documents to the grade being purchased.
Worked duty example
Illustrative example, not a quote: Illustrative order: 5 tonnes of silicone polymer emulsion in sealed drums under 3910 00 00 90, invoiced at £17,000 free on board, with £1,400 of freight and insurance to the UK. The customs value is £18,400. Duty at 6% is £1,104. Import VAT at 20% is charged on the customs value plus duty, £19,504, so it is £3,900.80. Import taxes total £5,004.80; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £1,104 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Composition: check batch analysis for silicone active content, total solids and viscosity against the approved specification; retain a sealed sample.
Stability: check for oil separation, sediment and lumps; repeat the agreed dilution test using your process water and mixing sequence.
Performance: check release, wetting or fabric handle on the intended substrate against the approved sample, including unwanted residue or staining.
Drums: check seals, leaks, grade labels, batch numbers and production dates; compare arrival condition with the supplier's storage instructions.

What goes wrong
An emulsion can look acceptable yet contain less silicone active material than agreed. Total solids may include emulsifiers and other additives, so it is not a substitute for silicone active content. Different emulsifier chemistry can cause separation when the product meets process water or another formulation ingredient.
Cold exposure, poor storage or contamination can leave separated oil, lumps or an unusual odour. Hold affected drums while comparing retained samples and batch records; agree the investigation and acceptance criteria before using them. Arrange quality inspection around the emulsion tests rather than appearance alone.

Frequently asked questions
What is the UK import duty on silicone emulsions from China?
Ordinary emulsions classified under 3910 00 00 90 carry 6%. The supplied tariff record lists no anti-dumping or countervailing measure. Named 0% suspensions need an exact description match.
Does a zero-duty silicone grade make its emulsion duty-free?
Do not assume so. Check the suspension description and mixture exclusions against the complete emulsion formulation before claiming relief.
What should I ask a silicone emulsion factory to specify?
Ask for polymer identity, silicone active content, total solids, emulsifier type, viscosity test conditions, dilution behaviour, storage instructions and batch analysis.
Do silicone emulsions need a safety data sheet?
Hazardous chemicals supplied for use at work require a safety data sheet. Check the actual emulsion's hazard classification and obtain matching composition and safety information.
