UK duty on seamless mechanical tubing
Read from the UK Trade Tariff on 1 October 2026, the supplied lines of heading 7304 carry 0% duty for goods from China. They show no anti-dumping or countervailing duty, steel trade measure, suspension or attached import control. The heading covers seamless iron or steel tubes, pipes and hollow profiles; this guide concerns tubing bought for mechanical components and machining.
The import declaration must include the commodity code. Confirm the commodity code using the mill chemistry, circular section, dimensions, precision classification and cold-drawn, cold-rolled or other manufacturing route. Several lines distinguish carbon equivalent and outside diameter. For related applications and wider seamless-tube context, see hydraulic cylinder tubing.
Confirm with HMRC or your customs broker whether these mechanical steel tubes fall within the UK carbon border adjustment mechanism and when any obligations apply. Ask the mill for emissions data alongside material records and review the UK carbon border adjustment guide. Import VAT is normally 20%; see import duty and VAT.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Non-alloy precision tubes, diameter up to 406.4 mm, carbon equivalent up to 0.86 | 7304 31 20 30 | 0% | None |
| Other cold-drawn or cold-rolled non-alloy precision tubes | 7304 31 20 95 | 0% | None |
| Cold-drawn or cold-rolled alloy steel precision tubes | 7304 51 81 00 | 0% | None |
| Other cold-drawn or cold-rolled alloy steel tubes, residual category | 7304 51 89 99 | 0% | None |
| Other non-alloy circular tubes, diameter up to 168.3 mm, residual category | 7304 39 82 99 | 0% | None |
| Other alloy steel circular tubes, diameter up to 168.3 mm, residual category | 7304 59 82 99 | 0% | None |
Specify the tube for the machining operation
State the steel grade, intended component, manufacturing route and delivery condition. Agree whether the tube is supplied as drawn, stress relieved, annealed or otherwise heat treated. Mechanical and general engineering tubes are bought to BS EN 10297 where appropriate; put the agreed standard and grade on the purchase order.
Specify outside and inside diameter, minimum wall, ovality, straightness, cut length, end condition and machining allowance. A nominal wall dimension alone does not establish whether enough material remains after boring or turning. Agree the mechanical properties, surface condition and tests needed for the intended operation.
Request a heat-traceable mill certificate and agree the inspection certificate type before production. Keep bundle identification linked to the tube markings and certificate. Describe rust protection, protected ends and packing that prevents bending or crushing.
Worked duty example
Illustrative example, not a quote: Illustrative batch of seamless alloy steel precision tubing for machining under 7304 51 81 00, invoiced at £6,000 free on board, with £4,000 of freight and insurance to the UK. The customs value is £10,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £10,000, so it is £2,000. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.
Inspection checklist
Identity: match heat numbers, grade and delivery condition on the tubes and bundles to the mill certificates; check the recorded chemistry.
Dimensions: measure outside and inside diameter, wall around the circumference, ovality, straightness and length against the order, including machining allowance.
Surface: inspect the bore and outside surface for laps, cracks, scabs, scale, corrosion and handling damage; check cut ends for burrs and distortion.
Machining: trial-machine an agreed sample and review hardness, cutting behaviour and remaining wall. Repeat identity and damage checks on arrival; plan the checks through quality inspection.

What goes wrong
Eccentric tubing can meet an average wall measurement yet leave insufficient material after machining. A different heat-treatment condition can change hardness and cutting behaviour. Bore defects hidden by scale may only appear when the component is bored, while bent tubes create extra straightening and scrap.
Certificates copied between heats break traceability, and welded tube supplied as seamless changes the product being bought. Hold affected bundles apart, record markings and measurements, and compare the delivered material with the agreed specification before releasing it to production.

Frequently asked questions
What is the UK import duty on seamless mechanical tubing from China?
The supplied heading 7304 lines carry 0% duty for China, with no anti-dumping or countervailing duty and no steel trade measure. Import VAT is normally 20%.
Which commodity code covers mechanical steel tubing?
There is no single code for all mechanical tubing. Classification depends on steel type, manufacturing route, precision classification, dimensions and, on some lines, carbon equivalent.
What mill certificate should I request?
Agree a BS EN 10204 inspection certificate type 3.1 or 3.2 as appropriate to the order, with heat numbers traceable to the tubing and the agreed chemistry and test results.
How do I check tubing before machining?
Check minimum wall around the circumference, bore, ovality, straightness, surface defects and delivery condition. Trial-machine a sample to confirm the agreed allowance and cutting behaviour.
