Sourcing hydraulic cylinder tubes from China
Seamless hydraulic cylinder tubes within heading 7304 carry 0% UK duty from China across the supplied lines, with no listed anti-dumping duty. Classify by steel composition, manufacturing process and dimensions, rather than the supplier's cylinder-tube name. Cambridge China Bridge sources seamless hydraulic cylinder tubes.

UK duty on seamless cylinder tube
Read from the UK Trade Tariff on 21 October 2026, heading 7304 covers seamless tubes, pipes and hollow profiles of iron other than cast iron, or steel. This guide concerns tube supplied for making hydraulic cylinder barrels. The table gives candidate lines for cold-drawn or cold-rolled non-alloy and alloy tube; choose the line from the actual material and manufacturing details.
The supplied lines carry 0% duty for goods from China. The data lists no anti-dumping or countervailing duty, steel measure, suspension or attached import control. Import VAT is normally 20%. Confirm with HMRC or your customs broker whether and when the UK carbon border adjustment mechanism will apply to your heading 7304 imports; ask the mill for emissions data when planning future imports.
Confirm the commodity code using the chemistry, outside diameter, manufacturing process and precision-tube description. Some non-alloy lines distinguish carbon equivalent value, so retain the mill's chemical analysis. See the seamless steel tube guide for the wider heading.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Cold-drawn non-alloy precision tubes, diameter ≤406.4 mm and CEV ≤0.86 | 7304 31 20 30 | 0% | None |
| Other cold-drawn or cold-rolled non-alloy precision tubes | 7304 31 20 95 | 0% | None |
| Other cold-drawn non-alloy tubes, diameter ≤406.4 mm and CEV ≤0.86 | 7304 31 80 30 | 0% | None |
| Cold-drawn or cold-rolled precision tubes of other alloy steel | 7304 51 81 00 | 0% | None |
Specify the bore and material condition
State whether you want tube for further bore machining or a finished honed or skived and roller-burnished bore. Specify steel grade, delivery condition, bore diameter and tolerance, outside diameter, minimum wall, straightness, cut length and machining allowance. Agree the surface roughness and how it will be measured with the cylinder designer.
Agree material certificates, heat traceability, mechanical tests and any non-destructive testing before production. Ask the equipment designer to assess the finished application's regulatory scope: the Pressure Equipment (Safety) Regulations apply to pressure equipment and assemblies above 0.5 bar, with exclusions. A supplier's description of the tube as hydraulic does not settle that assessment.
Worked duty example
Illustrative example, not a quote: Illustrative order: 60 tonnes of seamless non-alloy hydraulic cylinder tube under 7304 31 20 30, invoiced at £48,000 free on board, with £6,000 of freight and insurance to the UK. The customs value is £54,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £54,000, so it is £10,800. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.
Inspection checklist
Bore: measure diameter along sampled lengths and in different directions; inspect roughness, scoring, pits and the specified finished surface.
Wall and geometry: check minimum wall around the circumference, outside diameter, ovality, straightness and end squareness against the drawing.
Material: match tube and bundle heat marks to certificates; check chemistry, delivery condition and agreed test results.
Arrival condition: check bore caps, internal cleanliness, corrosion protection and packing damage before releasing stock. Use the same acceptance brief for quality inspection before shipment.

What goes wrong
A tube can meet its outside dimensions while its bore is tapered, oval or scored. That can cause seal damage, leakage or extra machining. A nominal wall measurement can also conceal an eccentric bore and an inadequate minimum wall. Set acceptance criteria for the bore and wall separately.
Certificates copied between heats leave the actual material unverified. Open ends and failed corrosion protection can spoil a finished bore during transport. Keep suspect bundles separate, photograph the defects and match inspection records to the affected heat before agreeing replacement or rework.

Frequently asked questions
What is the UK import duty on seamless hydraulic cylinder tubes from China?
The supplied heading 7304 lines carry 0% duty from China, with no listed anti-dumping or countervailing duty. Import VAT is normally 20%. Confirm the exact line for your tube.
Which commodity code covers honed cylinder tube?
Honing alone does not identify the line. Confirm steel composition, cold-drawn or cold-rolled manufacture, dimensions and whether the tube meets the precision-tube description.
Should I order honed or roller-burnished tube?
Ask the cylinder designer to specify the required bore finish and tolerance. Agree the finishing process and measurement method, rather than accepting either process as interchangeable.
What should I check when cylinder tubes arrive?
Check bore size and finish, minimum wall, straightness, heat traceability, internal cleanliness and rust. Keep damaged or unidentified bundles separate pending assessment.
