SCR catalyst duty and suspension checks
Read from the UK Trade Tariff on 2 October 2026, heading 3815 covers reaction initiators, reaction accelerators and catalytic preparations not elsewhere specified or included. For SCR DeNOx procurement, distinguish supported catalysts, other preparations and formulation powders. The powder row is a possible manufacturing input, not an interchangeable finished catalyst. The selected lines carry 6% base duty for goods from China, with no anti-dumping or countervailing duty recorded. The titanium dioxide and tungsten trioxide line has a 0% autonomous suspension. Its footnote excludes mixtures, preparations or products made from different components containing those products. The powder line also has a suspension; the residual lines have description-limited suspensions. Do not assume an SCR formulation qualifies.
The UK Trade Tariff attaches waste import and export controls to these lines. For spent material from China, confirm waste status and the applicable requirements with your customs broker. Where notification controls apply, the exporter must apply to the dispatch country's competent authority for consent. Specify the catalyst and operating conditions
Specify the active chemistry, support, honeycomb or plate construction, module dimensions, channel geometry and mounting arrangement. State whether the material is new or regenerated. Give the supplier the gas composition, operating temperature range, gas flow, dust loading and sulphur exposure.
Agree acceptance tests for nitrogen oxide conversion, ammonia slip, pressure drop, mechanical strength and coating adhesion under your operating conditions. Require batch composition reports and a retained sample. A test on clean gas does not establish performance in your process.
Check the UK REACH position for the constituent substances; confirm with HSE how your annual imports affect registration duties. Worked duty example
Illustrative example, not a quote: Illustrative order: 5 tonnes of supported SCR DeNOx catalyst modules, without suspension under 3815 19 90 90, invoiced at £90,000 free on board, with £2,500 of freight and insurance to the UK. The customs value is £92,500. Duty at 6% is £5,550. Import VAT at 20% is charged on the customs value plus duty, £98,050, so it is £19,610. Inspection checklist
Identity: check batch references, declared chemistry and new or regenerated status against the order and analysis report.
Fit: check module dimensions, channel alignment, mounting faces and seals against the approved drawing.
Condition: check for cracked walls, blocked channels, loose coating, dust and transit damage before installation.
Performance: check activity, ammonia slip and pressure-drop results against the agreed test conditions. Arrange testing and certification support where needed.

What goes wrong
A catalyst can fit the housing yet fail the process. Different active loading, unsuitable channel geometry or a coating that sheds can reduce conversion or increase pressure drop. Results measured under different gas conditions can hide an unsuitable formulation.
Do not accept a generic titanium catalyst description as proof of suspension eligibility. Keep spent or regenerated material clearly identified, and resolve waste status before shipment. Agree the test method, sampling and acceptance criteria before production.
