Duty on SCBA backplates

The relevant parts line, 9020 00 90 99, carries 0% duty for goods from China. The supplied tariff record lists no anti-dumping or countervailing duties, suspensions or attached import controls. The table shows backplate variants sharing this line, rather than separate tariff subdivisions.

Confirm the commodity code using drawings, intended use and the exact supplied assembly. Describe whether the shipment contains a bare backplate, harness, cylinder retaining straps or other fittings.

Specify the backplate and its mating equipment

Name the intended apparatus model and drawing revision. Specify backplate material, moulding or fabrication method, mounting-hole positions, cylinder cradle profile, strap slots, harness attachment points and hose routing. State whether shoulder straps, waist belt, padding, buckles and fasteners are included. Agree dimensional tolerances and sample acceptance checks before production.

Components may need individual conformity assessment and marking. Confirm the assessment route for the supplied backplate with the apparatus manufacturer and relevant conformity body. Confirm with the relevant authority or conformity body whether the intended respiratory protective equipment falls within category III PPE and what type-examination and ongoing production-control requirements apply. Worked duty example

Illustrative example, not a quote: Illustrative small-business batch of bare SCBA backplates under 9020 00 90 99, invoiced at £10,000 free on board, with £900 of freight and insurance to the UK. The customs value is £10,900. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £10,900, so it is £2,180. Inspection checklist

Interfaces: check mounting holes, strap slots and cylinder cradle against the approved drawing; trial-fit samples to the specified apparatus without drilling or forcing fittings.

Structure: check for cracks, warping, exposed fibres, sharp edges and damaged inserts; compare material records and agreed strength tests with the approved sample.

Retention: check cylinder strap engagement, buckle operation, harness stitching and fastener security using the agreed test procedure.

What goes wrong

A similar-looking backplate can have different mounting holes, cylinder seating or strap geometry. Watch for a cylinder that shifts, a buckle that releases under the agreed test, or hose routing that rubs against an edge. Stop acceptance when trial fitting needs improvised modifications.

A certificate for another apparatus model does not demonstrate that your ordered configuration is covered. Ask the manufacturer and issuing body to confirm the exact backplate, harness and assembly. Record approved materials and drawing revisions so production substitutions are visible.
