Sandeel oil duty and import controls

Read from the UK Trade Tariff on 4 October 2026, heading 1504 covers fish and marine-mammal fats, oils and fractions, refined or unrefined but not chemically modified. Sandeel body oil other than solid fractions carries 0% duty from China; solid fractions carry 10%. The supplied lines show no anti-dumping or countervailing duty and no suspension. Refined and unrefined body oil share the same table code.

The tariff attaches veterinary, CITES, organic-product and waste import controls. Food-grade oil requires advance border notification; confirm country and establishment eligibility and the appropriate health certificate or other documents with your customs broker. For organic food oil, the inspection certificate is issued by the exporter’s control body. Ask your customs broker to confirm the organic and CITES requirements for the actual consignment. For waste oil entering England under notification controls, the exporter must seek consent from the dispatch-country authority.

For feed and technical grades, confirm the applicable animal by-products route with APHA. Obtain APHA confirmation of eligibility for the Chinese-origin product before ordering, then confirm the veterinary documents with your broker. Confirm the commodity code using the composition, processing and physical form. See the wider fish oil guide for other oils within this heading.

Specify the sandeel source and oil grade

Specify the scientific species name behind “sandeel”, catch origin, extraction and refining sites, intended use and whether other fish oils are blended in. Ask the supplier to connect the raw-material records to the finished batch. A description saying only “marine oil” does not establish that it is sandeel oil.

Agree fatty-acid composition, peroxide and anisidine values, total oxidation value, free fatty acids, antioxidants, contaminant testing, storage conditions and remaining shelf life. Confirm applicable dioxin and PCB requirements for food-grade marine oil with the relevant food authority. Define the sampling method and acceptance criteria with your laboratory before production.

Worked duty example

Illustrative example, not a quote: Illustrative order: 20 tonnes of refined sandeel body oil under 1504 20 90 00, invoiced at £50,000 free on board, with £4,000 of freight and insurance to the UK. The customs value is £54,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £54,000, so it is £10,800. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Most food for human consumption is zero-rated, and animal feed can be too, in which case no import VAT is due, so check the rate for your product in HMRC's VAT Notice 701/14.

Inspection checklist

Identity: check species declarations, catch-origin records and batch links against the agreed sandeel specification.

Analysis: check an independently drawn sample for fatty-acid composition, oxidation and the agreed contaminants; match the laboratory report to the delivered batch.

Documents: check the establishment details and import documents against the declared food, feed or technical use.

Packing: check seals, leaks, drum cleanliness, batch markings and storage records on arrival. Compare the delivered oil with the retained sample.

What goes wrong

A generic fish-oil specification can leave the buyer unable to verify sandeel identity or detect an undeclared blend. Oxidation during storage or transport can also make an otherwise matching batch unsuitable. Retain a sealed sample and agree how disputed results will be investigated.

Do not treat a food-grade approval or a low duty rate as confirmation that a feed-grade shipment is admissible. Settle the intended-use route before contracting, and arrange quality inspection around the batch that will actually ship.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.

Frequently asked questions

What is the UK import duty on sandeel oil from China?

The supplied tariff reading shows 0% for sandeel body oil other than solid fractions and 10% for solid fractions. No anti-dumping or countervailing duty or suspension is listed.

Can I import sandeel oil from China for animal feed?

Obtain APHA confirmation for the actual Chinese-origin product before ordering. Ask APHA to confirm the applicable animal by-products requirements for feed oil; a food-grade import route does not establish feed-use eligibility.

How do I check that the oil is really from sandeel?

Specify the scientific species name and require raw-material and processing records linked to the delivered batch. Use fatty-acid testing alongside those records.

What should I test before accepting sandeel oil?

Check fatty-acid composition, peroxide and anisidine values, total oxidation value, free fatty acids and agreed contaminants. Confirm applicable marine-oil contaminant requirements for food-grade oil with the relevant food authority.
