Sourcing Rough-terrain Forklifts from China

Rough-terrain forklifts from China carry 4% ordinary UK duty. The dedicated non-electric rough-terrain line has no listed trade remedy; electric lines need a scope check. New machinery for Great Britain needs CE or UKCA marking, a declaration of conformity and English instructions. Cambridge China Bridge sources rough-terrain forklifts.

UK duty and the rough-terrain classification

Read from the UK Trade Tariff on 29 September 2026, heading 8427 covers forklift trucks and other works trucks fitted with lifting or handling equipment. Non-electric self-propelled rough-terrain forklifts and stacking trucks with a lifting height of at least 1 m fall within 8427 20 11 00. The table distinguishes non-electric and electric equipment; its non-electric entries share a code.

Ordinary duty is 4% across the selected lines. The dedicated rough-terrain line has no listed anti-dumping or countervailing duty and no suspension. The electric lines carry a listed 71.74% provisional residual anti-dumping measure, but the published reference identifies the case as boom lifts and provides an exclusion for goods outside its scope. Confirm the treatment of an electric forklift rather than automatically adding that rate.

The supplied tariff attaches fluorinated greenhouse gas import control and waste import and export controls. For air-conditioned cabs, obtain the refrigerant and charge details and confirm the applicable declaration with your customs broker. Waste shipment controls apply only if the goods are waste; confirm requirements before shipping damaged or scrap equipment from China. Confirm the commodity code from the actual specification. See forklift trucks for the wider heading.

Specify the terrain, load and engine

Give the factory the ground conditions, slopes, aisle width, load dimensions and intended lifting height. Specify capacity at the actual load centre, mast type, fork length, carriage, attachments, tyres, ground clearance, drivetrain and cab. Ask for the capacity information with the selected attachment fitted, not just the bare truck rating.

For a new combustion-engine truck, check engine type approval and the approval markings: new non-road mobile machinery sold in Great Britain must have both. Ask for photographs of the engine identification and approval markings before accepting a substitute engine.

New machinery placed on the Great Britain market must have CE or UKCA marking, a declaration of conformity and instructions in English. Match these to the ordered model and configuration. Use testing and certification support to review the evidence before shipment.

Worked duty example

Illustrative example, not a quote: Illustrative order: a rough-terrain forklift under 8427 20 11 00, invoiced at £10,000 free on board, with £1,200 of freight and insurance to the UK. The customs value is £11,200. Duty at 4% is £448. Import VAT at 20% is charged on the customs value plus duty, £11,648, so it is £2,329.60. Import taxes total £2,777.60; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £448 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Identity and documents: match the truck, engine, mast and attachments to the order, identification plates, declaration and English manual.

Lifting system: check forks, carriage locks, chains, mast rollers, hoses and leaks; witness lifting and lowering with the agreed load under the manufacturer's test procedure.

Travel and braking: check steering, drive engagement, service and parking brakes, tyre specification and visible wheel or axle damage.

Arrival condition: photograph transport damage, inspect exposed hydraulic rods and connections, and compare the machine with the pre-shipment inspection record before acceptance.

What goes wrong

A truck can match the advertised lifting capacity yet be unsuitable for the buyer's load centre or attachment. Tyres and clearance may suit a yard but not the intended ground. An engine substitution can also leave the approval evidence describing a different engine. Record the agreed configuration and require approval before substitutions.

Leaks, damaged mast components and inaccessible spare parts make arrival problems harder to resolve. Agree the acceptance checks, parts identification and repair documentation before shipment. Budget duty and import VAT separately using the import duty and VAT guide.

Frequently asked questions

What is the UK import duty on rough-terrain forklifts from China?

Ordinary duty is 4%. Code 8427 20 11 00 has no listed trade remedy or suspension in the supplied tariff reading. Electric variants need a separate check of the attached provisional measure's scope.

Does a diesel rough-terrain forklift need engine approval?

Yes. New combustion-engine non-road mobile machinery sold in Great Britain must have a type-approved engine and engine markings proving the approval. Check the installed engine against the supplier's evidence.

Is a CE mark enough to accept the forklift?

New machinery for Great Britain also needs a declaration of conformity and English instructions. Match the documents to the truck and attachments, then check the agreed specification and operation.

What should I check when a rough-terrain forklift arrives?

Check transport damage, identity plates, forks, mast, hydraulic leaks, tyres, steering and brakes. Compare the delivered configuration and documents with the order and pre-shipment inspection record.
