Rolling mills and mill rolls from China

Zero duty on mills and rolls

Read from the UK Trade Tariff on 26 September 2026, tube mills, hot or combination hot and cold rolling mills, cold rolling mills, rolls for rolling mills of cast iron or steel, including hot-rolling work rolls, back-up rolls and cold-rolling work rolls, and other parts of metal-rolling mills carried 0% duty on goods from China, with no anti-dumping measure. Import VAT at 20% is due on the customs value.

Machinery safety and roll specification

A rolling mill supplied as a machine to a UK user must meet the essential health and safety requirements of the Supply of Machinery (Safety) Regulations 2008, with a risk assessment to BS EN ISO 12100, guarding, emergency stops and a technical file, UKCA or CE marking and a declaration of conformity. Where a Chinese supplier provides only part of a line, agree in the contract who integrates it and who signs the declaration for the assembled machine.

Rolls are specified by material, such as high-chrome iron, indefinite chill or forged steel, by barrel and neck dimensions, and by shell hardness on a stated scale with a hardness depth. Ask for the chemical analysis, heat treatment record, hardness map and ultrasonic test report for each roll, and state the ultrasonic acceptance criteria in the order.

Worked duty example

For a made-up shipment of 12 hot-rolling work rolls under 8455 30 31 00, add the £9,000 of freight and insurance to the £180,000 free-on-board price and customs sees £189,000. Duty on mill rolls is zero, leaving import VAT of £37,800, 20% of the customs value. For a VAT-registered buyer that is a cash-flow cost rather than a lasting one. A complete rolling mill line is often shipped in many consignments, and each part is classified on its own unless the customs rules for split consignments of a functional unit are used. What goes wrong

Mill rolls fail by spalling and breakage: a shell hardness that falls away too quickly below the surface, internal defects near the bond between shell and core, or residual stress from poor heat treatment make rolls crack or spall early in service. Mills arrive without guarding or a technical file, with bearings, seals and gearboxes from unnamed suppliers, and with electrics that do not match UK supply and standards.

For rolls, check the hardness at several positions along the barrel with a portable hardness tester against the hardness map, witness or review ultrasonic testing of each roll against the agreed criteria, measure barrel, neck and bearing seats against the drawing, and check the balance and run-out. For mills, run a factory acceptance test with material of the customer's grade, and check guarding, stops and documents before shipment.
