Duty on replacement chair seat mechanisms

Read from the UK Trade Tariff on 29 September 2026, non-wooden seat parts under 9401 99 80 00 carried 0% duty from China, with no anti-dumping or countervailing duty and no suspension listed. Heading 9401 covers seats and their parts. The table shows mechanism variants sharing the same seat-parts code, rather than separate tariff classifications.

The tariff attaches a cat and dog fur import control: importing or selling such fur and products containing it is prohibited in Great Britain. Specify mechanisms without animal-fur materials. The supplied line also lists export controls on cat and dog fur and cultural objects; these are export measures. Ask your customs broker to confirm the applicable declaration requirements.

Confirm the assembly description, materials and intended chair use before choosing the commodity code. Do not apply a vehicle-seat component code just because it also describes a sliding or locking mechanism. See the office chairs and sit-stand desks guide for complete furniture and the duty and VAT guide for import calculations.

Specify the mounting and movement interfaces

Provide a drawing and a sample of the chair being repaired. Specify mounting-hole centres, slot dimensions, plate orientation, fastener threads, gas-lift socket geometry and actuator contact. Define lever position, cable routing, tilt travel, locking positions, tension adjustment and seat-slide travel. State which fasteners and fitting instructions accompany the mechanism.

Agree steel grade, plate thickness, weld locations, surface finish and corrosion checks. Test a production mechanism on the intended seat, backrest, base and gas lift. A report for a different chair assembly does not demonstrate this replacement's performance.

For products intended or reasonably likely to be used by consumers in Great Britain, the General Product Safety Regulations require safe products. Assess release, collapse, trapping and sharp-edge risks in the fitted assembly. Agree strength and repeated-operation testing with the testing and certification service.

Worked duty example

Illustrative example, not a quote: Illustrative order: 400 replacement synchronised office chair seat mechanisms under 9401 99 80 00, invoiced at £22,000 free on board, with £3,500 of freight and insurance to the UK. The customs value is £25,500. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £25,500, so it is £5,100. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Fit: compare mounting centres, slots, threads and socket geometry with the approved drawing, then assemble onto the target chair.

Movement: operate tilt, tension adjustment, seat slide and gas-lift release; check clearance and consistent lever return.

Locking: check engagement throughout the agreed travel and look for slipping, accidental release or excessive play under the agreed test load.

Workmanship: inspect welds, rivets, burrs, coating and corrosion; match fasteners, instructions and carton identification to the approved sample.

What goes wrong

A mechanism can look identical yet have different mounting centres, socket depth or actuator reach. The chair may then sit unevenly, fail to adjust or release the gas lift unintentionally. A lever can also foul an armrest or the seat underside after installation.

Locking teeth can slip, pivots can develop play and thin plates or poor welds can deform. Keep an approved fitted sample and require approval before changes to plates, springs, sockets or locking components. Inspect production assemblies rather than relying on a catalogue photograph.

Frequently asked questions

What is the UK import duty on replacement office chair mechanisms from China?

The supplied tariff reading shows 0% for non-wooden seat parts under 9401 99 80 00, with no anti-dumping or countervailing duty. Confirm that your mechanism fits this classification.

Will a replacement mechanism fit any office chair?

Do not assume universal fit. Match mounting centres, plate orientation, gas-lift socket and actuator reach, then test the mechanism on the intended chair.

Is a test report for the original chair enough?

It may describe a different mechanism or assembly. Ask which components were tested and agree testing of the replacement fitted to the intended chair.

What should I send the factory before ordering?

Send a mounting drawing, an original mechanism and details of the target chair. Define movement, locking, finish, fasteners and inspection acceptance criteria.
