Sourcing rebar bending machines from China

Rebar bending machines from China under heading 8462 carry 0% UK duty across the relevant lines, with no listed trade remedies. New machines placed on the Great Britain market need UKCA or CE marking, a declaration of conformity and English instructions. Cambridge China Bridge sources rebar bending machines.

Zero duty, with classification by machine design

Read from the UK Trade Tariff on 30 September 2026, the relevant lines of heading 8462 carried 0% duty for goods from China. The supplied tariff record lists no anti-dumping or countervailing duty, suspensions or attached import controls for these lines. Import VAT is normally 20%.

Heading 8462 covers metal-working machinery, including machines for working bar. For rebar benders that are not presses, compare 8462 51 00 00 for numerically controlled machines with 8462 59 00 00 for other machines. The hydraulic press rows apply only where the equipment is a cold-working hydraulic press.

Give your customs broker the operating description, tooling details and control specification to confirm the commodity code. For related tube and bar machinery within the wider heading, see CNC tube bending machines.

Specify bar strength, bend geometry and tooling

State whether the machine takes straight bars or coil, the bar grades and diameters, the required bend shapes, and whether bars will be bent individually or together. Agree capacity for your actual steel strength rather than accepting a diameter claim without its material basis. Specify bending pins, mandrels, support rollers and the required internal bend radius.

Agree angle and dimensional tolerances, springback adjustment, controller language, saved bending programmes, electrical supply and the spares supplied. For coil-fed equipment, include straightening and feed-length checks. Require a factory trial using material matching your intended rebar.

For new machinery placed on the Great Britain market, require UKCA or CE marking, a declaration of conformity and English instructions. Agree how the manufacturer will provide the technical file when requested. Use testing and certification support to review the proposed conformity evidence.

Worked duty example

Illustrative example, not a quote: One powered rebar bending machine; illustrative order only under 8462 59 00 00, invoiced at £8,000 free on board, with £1,200 of freight and insurance to the UK. The customs value is £9,200. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £9,200, so it is £1,840. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Bending results: measure finished angles, internal radii and leg lengths against the agreed drawings, including repeat bends after the machine has warmed up.

Tooling and drive: check pin and mandrel sizes, secure mounting, turntable movement, gearbox noise and hydraulic leaks where applicable. Inspect bars for slipping, flattening or surface damage.

Safety and controls: have a competent person check guarding around the bending mechanism and moving bar, emergency stops, foot controls and restart behaviour. Confirm that the operator can use the supplied instructions.

Arrival and documents: match the machine identity to its declaration and packing list, inspect for rust and transit damage, and account for tooling and spares. Plan quality inspection before shipment as well as arrival checks.

What goes wrong

A capacity claim based on softer steel can leave the machine unable to bend the buyer's rebar reliably. Incorrect mandrels change the internal radius, while worn pins, loose stops and inconsistent springback adjustment produce drifting angles. Coil-fed machines can also produce incorrect leg lengths when feed rollers slip.

A demonstration using easy bends can hide problems with your actual shapes and materials. Put the test pieces, measurement method and acceptance criteria in the order. Check access to replacement tooling and controller settings, and review conformity documents before dispatch.

Frequently asked questions

What is the UK import duty on rebar bending machines from China?

The relevant heading 8462 lines carry 0% duty in the supplied tariff record, with no listed anti-dumping or countervailing duty. Import VAT is normally 20%.

Which commodity code covers a rebar bending machine?

Compare 8462 51 00 00 for numerically controlled bar-working machines with 8462 59 00 00 for other bar-working machines, excluding presses. Confirm the design and function with your customs broker.

Can a rebar bending machine use CE marking in Great Britain?

Yes. New machinery placed on the Great Britain market must be UKCA or CE marked, supplied with a declaration of conformity and accompanied by English instructions.

How should I test a Chinese rebar bending machine?

Use rebar matching your intended grade and diameter. Measure repeated bends against your drawings, check springback adjustment and inspect tooling, bar damage, guarding and controls.
