Zero duty on paper guillotines

Read from the UK Trade Tariff on 21 October 2026, heading 8441 covers machinery for making up paper pulp, paper or paperboard, including cutting machines. Paper guillotines are listed under 8441 10 30 00. The table includes cutting-machine parts and neighbouring cutting categories for comparison; those neighbouring codes do not describe a guillotine.

All listed lines carry 0% duty for goods from China. The supplied tariff data lists no anti-dumping or countervailing duties, suspensions or attached import controls. Import VAT is separate from customs duty.

Confirm the classification against the machine's cutting action and supplied configuration using finding your commodity code. See the paper converting machinery guide for the wider heading.

Specify the cutting job and programme control

Specify cutting width, usable pile height, paper grades, finished sizes, clamp adjustment and the smallest cut your work needs. Agree cut accuracy and squareness on your own paper, including coated stock and mixed job sizes. State the site supply voltage and phase, table arrangement, unloading access and knife-changing equipment.

Ask the supplier to demonstrate entering, saving, recalling and editing a cutting sequence, backgauge movement and recovery after switching the machine off. Agree English controller menus, programme backup, wiring diagrams, spare knives and cutting sticks. Machinery supplied in Great Britain must meet the machinery safety rules; a responsible person must not place it on the market or put it into service unless it is safe.

Worked duty example

Illustrative example, not a quote: Illustrative order: one programmable paper guillotine for a print business; values are illustrative, not a quotation under 8441 10 30 00, invoiced at £96,000 free on board, with £6,000 of freight and insurance to the UK. The customs value is £102,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £102,000, so it is £20,400. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Cutting trial: run your paper through a saved programme and measure finished dimensions, squareness and consistency across the pile. Check for clamp marks, torn edges and sheets moving during cutting.

Controls: check backgauge positioning, programme recall and English menus on the production machine. Record the controller and software version, then demonstrate backup and restoration.

Safety and documents: have the safety checks cover light curtains, two-hand controls, guards and emergency stops. Check conformity marking, the declaration of conformity and English instructions against the delivered machine.

Arrival condition: inspect the table, backgauge, guards and cabinet for transport damage or corrosion. Reconcile knives, cutting sticks and drawings with the packing list, then repeat the agreed trial after installation. Use the quality inspection guide to plan checks.

What goes wrong

A demonstration on easy stock can conceal poor results on your paper. Watch for inconsistent cut sizes, clamp marks and incomplete cuts through a pile. Reference guides also identify guillotine safety systems without adequate supporting evidence, Chinese-only controller screens and cabinets wired for a different supply.

Agree acceptance against your actual jobs before shipment, and retain the programme settings and cut samples for comparison after installation. Resolve missing safety evidence and documents before accepting the machine; programme storage and a working touchscreen do not establish safe operation.
