Zero duty on printed business forms

Heading 4820 includes manifold business forms, order books and receipt books alongside other paper stationery. Printed NCR forms use carbonless paper to copy handwriting through a set. Manifold forms and bound order or receipt books are alternative formats, so the table repeats codes for different products. For appointment stationery, see our printed appointment diary sourcing guide.

Read from the UK Trade Tariff on 16 October 2026, all lines of heading 4820 carried 0% duty for goods from China. The supplied tariff data lists no anti-dumping or countervailing duty, suspensions or attached import controls. Import VAT is separate from customs duty.

Confirm the commodity code using a finished sample, its binding and its intended use. For the underlying copying paper rather than finished printed forms, see our carbonless and self-copy paper guide.

Specify the printed set and copy performance

Specify finished size, paper grammage, number and colour of parts, sheet sequence, image colour and which parts carry each printed field. Supply approved artwork showing writing areas, logos, terms and numbering positions. State whether forms are loose sets, glued pads, bound books or continuous stationery.

Agree the numbering sequence, matching numbers across every part, perforation position, retained copy and backing card. Approve a physical sample using the pen or printer intended for the forms, checking the bottom copy as well as the original. For clipboards to accompany handwritten forms, see our paperboard clipboard sourcing guide.

The UK Timber Regulations cover a broad range of timber products, including pulp and paper. Confirm with the relevant authority whether your paper product is within scope, whether its bamboo-based or recovered fibre affects that assessment, and what pulp-legality due diligence is needed before first placement on the Great Britain market. Ask the supplier for the fibre source and supporting due diligence information.

Worked duty example

Illustrative example, not a quote: Illustrative order of 14,000 printed carbonless business-form sets under 4820 40 00 00, invoiced at £14,000 free on board, with £1,800 of freight and insurance to the UK. The customs value is £15,800. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £15,800, so it is £3,160. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Copying: write across complete sets and check that the bottom copy is readable, aligned with the printed fields and free from premature pressure marks.

Artwork and numbering: compare every part with the approved artwork; check matching serial numbers, sequence continuity and missing or duplicated sets.

Binding and separation: check glue holds sets together, perforations tear cleanly and removing a customer copy leaves the retained copy secure. For filing retained copies, see our paperboard ring binder sourcing guide.

Packing and records: check flatness, moisture damage, crushed corners and carton identification; match the supplied paper-source records to the ordered material.

What goes wrong

A clean original can hide a faint bottom copy. Incorrect sheet order, unsuitable coating or poor alignment can make completed forms unusable. Duplicate numbering, missing fields and weak glue can also disrupt records. Compare complete production sets with the approved sample through quality inspection.

Pressure during packing can mark unused sheets, while damp storage can curl paper and affect feeding. Specify flat, moisture-protected packing and inspect cartons on arrival before accepting the batch.
