Duty and classification for paperboard clipboards

Read from the UK Trade Tariff on 17 October 2026, heading 4820 covers paper and paperboard stationery, including binders, folders and other stationery articles. The supplied residual line, 4820 90 00 00, is a candidate for paperboard clipboards, rather than a confirmed classification for every construction. The table shows clipboard variants against that same candidate line.

All supplied lines carry 0% duty for goods from China. The snapshot lists no anti-dumping or countervailing measures, suspensions or attached import controls. For paperboard made with virgin fibre, confirm with the Office for Product Safety and Standards whether UK timber rules apply and whether the business first placing it on the Great Britain market must undertake due diligence on the fibre source.

Provide the broker with the board composition, covering material, clip details and photographs to confirm the commodity code. A board made from wood fibres and resin may need a different assessment from paperboard. For the wider heading, see notebooks, folders and office stationery.

Specify the board and clip together

Specify paperboard rather than accepting a supplier's generic description of a writing board. Record fibre composition, thickness, finished dimensions, stiffness, surface covering and edge finish. Agree the clip position, opening, grip, rivet construction and hanging-eye design. Approve a sample holding your intended paper stack.

Ask for fibre-source records and distinguish recycled content from virgin fibre. For clipboards supplied to consumers in Great Britain, general product safety rules require safe products. Include sharp edges, accessible rivet ends and finger trapping in the product review.

Worked duty example

Illustrative example, not a quote: Illustrative order: 40 cartons of plain paperboard clipboards, subject to classification under 4820 90 00 00, invoiced at £3,500 free on board, with £1,800 of freight and insurance to the UK. The customs value is £5,300. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £5,300, so it is £1,060. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Board: check thickness, flatness and writing support against the approved sample; inspect cut edges for exposed layers and burrs.

Clip: check grip with the intended paper stack, repeated opening and secure attachment; inspect rivet ends and metal edges.

Surface: check print alignment, rubbing, laminate adhesion and marks left by the clip.

Packing: check corner protection, carton condition and signs of damp, mould or boards sticking together. Use the inspection guide to brief the inspector.

What goes wrong

A cheaper board substitution can leave the writing surface flexible or prone to curl. Loose rivets let the clip rotate; a weak spring releases the papers. Poor lamination lifts at the edges, while packing pressure leaves clip impressions on adjacent boards.

Compare production samples with the approved construction and inspect goods again on arrival. Record board defects separately from clip defects so the factory can identify the cause. Damp or mouldy boards should be separated from usable stock while the damage is assessed.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
