Duty and classification for steel staircases

Heading 7308 covers iron or steel structures and their parts. A prefabricated steel staircase is a candidate for 7308 90 98 90; separately supplied structural parts principally of sheet steel may fall under 7308 90 59 90. The table repeats these tariff lines for different staircase purchases; it does not imply separate codes for each component.

Read from the UK Trade Tariff on 7 October 2026, both candidate lines carried 0% duty for goods from China. Neither listed anti-dumping or countervailing duty, a suspension, an import control or the steel trade measure. Import VAT is normally 20%. Heading 7308 is within UK carbon border adjustment mechanism coverage from 1 January 2027, as explained in the reference guide.

Specify the staircase against the actual building

Give the factory a measured floor-to-floor height, finished floor levels, opening dimensions, landing positions and fixing substrates. Specify clear width, rise, going, headroom, handrail arrangement, guarding, tread surface and indoor or outdoor exposure. Have the project designer approve the drawing revision before fabrication. For structural components, request certified factory production control, the stated execution class, a declaration of performance and CE or UKCA marking. Match the certificate scope to the supplying fabricator. Specify steel grade, welding procedures, inspection requirements and coating system. Ask for mill certificates and a trial assembly showing the landing connections, splice plates and fixing holes. CE marking remains available for construction products placed on the Great Britain market.

The customs value is £36,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £36,000, so it is £7,200. Inspection checklist

Geometry: measure the assembled flight and landing against the approved drawings, including tread spacing, squareness, fixing holes and handrail positions.

Steel and welds: match member identification to mill certificates; inspect weld size and appearance and review the agreed non-destructive testing records.

Finish and treads: check coating thickness against the specification, coverage around welds, sharp edges, tread attachment and the agreed slip-resistant surface.

Packing and arrival: reconcile flights, landings, guarding and fasteners with the erection drawings; check for distortion, damaged coatings and missing parts after unpacking. Arrange quality inspection before shipment.

What goes wrong

A staircase made to the structural floor height can fit badly once floor finishes are added. An incorrect landing orientation or fixing detail can also prevent installation. Record finished levels and connection details on the signed drawings, and review trial-assembly photographs before dispatch.

A generic certificate can describe a different factory or product scope. Damaged coatings, unmarked members and loose fasteners create further problems on arrival. Match documents to the order, photograph each packed assembly and agree how defects will be corrected before paying the balance.
