Steel scaffolding at a construction site.

Duty on steel scaffolding systems

Heading 7308 covers iron or steel structures and their parts. Scaffolding equipment falls under 7308 40 00 00, which also covers shuttering, propping and pit-propping equipment. The table lists product variants sharing this code, rather than separate tariff lines. For other fabrications, see steel structures and fabrications. For roof components, see our guide to sourcing steel roof trusses.

Read from the UK Trade Tariff on 8 October 2026, the supplied record shows 0% duty for goods from China under 7308 40 00 00. It lists no anti-dumping or countervailing duty, suspension or attached import control, and no steel measure. Import VAT is normally 20%.

Have your broker check the complete packing list and component descriptions, especially where the shipment includes goods sold separately from the scaffold system. Use finding your commodity code before ordering. The site's published background guide also places heading 7308 within the UK carbon border adjustment mechanism from 1 January 2027.

Specify the scaffold system and connection geometry

Name the connection system and agree drawings for standards, ledgers, transoms, braces, decks, guardrails and base jacks. Specify steel grade, tube wall thickness, connection dimensions, weld details and galvanising finish. Ask for batch-linked material certificates and test reports identifying the actual system being supplied.

Obtain assembly instructions, load information, tie arrangements and a component schedule before approving samples. Proprietary system scaffolds must be erected and tied according to the manufacturer's instructions. A scaffold outside a standard configuration or published manufacturer's guidance requires a specific design by a competent person.

Worked duty example

Illustrative example, not a quote: Illustrative stock order for a scaffolding hire business: steel system scaffold components under 7308 40 00 00, invoiced at £60,000 free on board, with £6,000 of freight and insurance to the UK. The customs value is £66,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £66,000, so it is £13,200. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Connections: trial-assemble sampled standards, ledgers, braces and decks against the approved drawings; check that wedges, cups and locking devices engage without forced fitting.

Steel and welds: compare material certificates with batch markings, measure tube wall thickness and examine connection welds for cracks, missed welds and distortion.

Finish: measure galvanising against the agreed specification and check for bare areas, sharp zinc deposits and blocked holes or threads.

Arrival: reconcile bundles with the component schedule, inspect bent members and damaged deck hooks, and separate suspect parts. Plan checks using quality inspection.

What goes wrong

Similar-looking connections can conceal different dimensions. Mixing replacement parts without checking drawings and trial assembly can leave locks poorly seated or decks unsupported. Agree the exact system and an approved sample, then check production against them.

A complete-looking shipment can still lack braces, guardrails or usable instructions. Check the component schedule before dispatch. For steel tower scaffolds, the manufacturer, supplier or hirer has a duty to provide a manual explaining the erection sequence, bracing requirements and safe erection height.
