Sourcing precured rubber tyre treads from China

Precured rubber tyre treads from China carry 2% UK duty under 4012 90 30 00, so the duty range for this family is a single rate. Confirm applicable UK REACH restrictions on PAHs in extender oils used to make tyres with HSE; ask for supporting compound evidence before ordering. Cambridge China Bridge sources precured rubber tyre treads.

Duty on precured rubber tyre treads

Heading 4012 covers retreaded or used pneumatic tyres, solid or cushion tyres, tyre treads and tyre flaps of rubber. This guide concerns precured tread material for retreading, rather than complete tyres. The tread variants in the table share the same commodity line.

Read from the UK Trade Tariff on 2 October 2026, tyre treads under 4012 90 30 00 carried 2% duty for goods from China. The supplied tariff facts show no anti-dumping duty, countervailing duty, suspension or attached import control for this line. Measures on other tyre lines should not be applied to tread material merely because it is used on lorry tyres.

Give your broker the material specification, photographs and confirmation that the tread is already vulcanised to confirm the commodity code. For the distinction from uncured retreading materials, see retread strips and uncured rubber.

Specify the tread and bonding system

Specify tread width, overall thickness, groove depth, supplied length, pattern and intended axle application. Agree dimensional tolerances, compound hardness, abrasion and tear performance, and the underside finish. Identify the cushion gum and bonding process used by your retreader, and approve a trial using that process before accepting production stock.

UK REACH generally applies to substances in articles as well as substances and mixtures. Ask HSE to confirm the applicable restrictions on PAHs in extender oils used to make tyres. Request supporting oil and compound evidence for the grade supplied, with batch identification. Arrange testing and certification around the actual material.

Confirm the applicable safety, approval and marking requirements for finished road retreads with the relevant authority. Check these separately from the tread material specification. Agree with your retreader how the proposed tread fits its approved production process.

Worked duty example

Illustrative example, not a quote: Illustrative order: 1,200 kg of precured rubber tyre treads; illustrative FOB and freight values under 4012 90 30 00, invoiced at £5,000 free on board, with £2,000 of freight and insurance to the UK. The customs value is £7,000. Duty at 2% is £140. Import VAT at 20% is charged on the customs value plus duty, £7,140, so it is £1,428. Import taxes total £1,568; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £140 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Dimensions: measure width, thickness, groove depth and supplied length against the agreed drawing; check edges and pattern alignment.

Rubber: compare hardness and agreed laboratory results with the approved sample; inspect for cracks, voids, embedded debris and damaged grooves.

Bonding face: inspect underside preparation, cleanliness and protective wrapping; have the retreader assess trial bonding and the tread joint using its own process.

Batch and packing: reconcile batch labels with compound records and test evidence; check quantities, distorted strips and packaging damage on arrival. Use the quality inspection guide to brief the inspector.

What goes wrong

A matching pattern can hide a changed compound. Excessive width leaves an unsuitable shoulder fit; uneven thickness affects the finished profile; contamination on the underside undermines bonding. Poorly matched strip lengths or badly prepared ends leave a weak tread joint.

Keep an approved sample and batch records, and agree how changes to compound, underside preparation or packing will be approved. Investigate tread separation with the retreader, considering casing preparation, cushion gum and curing conditions alongside the imported tread.

Frequently asked questions

What is the UK import duty on precured tyre treads from China?

The supplied tariff facts show 2% under 4012 90 30 00, with no anti-dumping or countervailing duty, suspension or attached import control for that line.

Do precured tyre treads attract Chinese lorry tyre anti-dumping duty?

The supplied facts show no anti-dumping duty on 4012 90 30 00. Confirm that the shipment is tread material, rather than complete retreaded lorry tyres.

What should I ask the tread factory for?

Ask for dimensions, pattern drawings, compound specifications, batch test evidence, extender-oil compliance evidence and underside preparation details. Trial the tread with your retreader's bonding system.

How do I check precured treads on arrival?

Check dimensions, groove condition, hardness, underside cleanliness, batch identity and wrapping. Compare with the approved sample and ask the retreader to assess trial bonding and the joint.
