Zero duty does not establish import permission

Read from the UK Trade Tariff on 29 September 2026, poultry by-product meal falls within the meat and meat-offal meal line of heading 2301, covering material unfit for human consumption. The supplied record gives 0% duty for goods from China, with no anti-dumping or countervailing duty and no suspension. The table shows product forms sharing the same commodity line.

The tariff attaches veterinary control, CITES, seal-product, organic and waste import controls, alongside CITES and waste export controls. Ask the animal health authority to confirm whether poultry by-product meal for feed from China is eligible under the animal-origin safeguard rules. For any proposed non-feed use, ask the customs broker and animal health authority to confirm eligibility and veterinary documents. Ask the broker to confirm whether the other attached controls apply to the actual ingredients, organic claim or waste status.

Confirm the commodity code using the species, raw materials, processing description and intended use. Changing the description on an invoice does not change the product. For the wider heading, see fishmeal and animal meal. The illustrative order is a calculation assumption only; it does not establish permission to ship Chinese poultry meal for feed.

Specify poultry inputs and intended use

Settle import eligibility before commissioning production. Describe whether the meal comes from chicken, turkey or mixed poultry, and identify the tissues used, bone content and any separately added feather meal. Ask for the rendering process, ingredient statement, batch analysis and intended application. For a proposed use outside the feed chain, obtain a product-specific decision from the animal health authority before ordering.

For comparison with a lawfully available supply, agree crude protein, fat, moisture, ash, particle size and the laboratory methods used. Ask for amino-acid and digestibility information where relevant to the formulation. Agree packaging, storage conditions and retained samples. Ask the relevant feed authority to confirm feed-business registration and statutory feed labelling requirements for the proposed activities and product.

Worked duty example

Illustrative example, not a quote: Illustrative only: 12 tonnes of poultry by-product meal; a duty calculation assumption, not an importable China-to-GB order under 2301 10 00 00, invoiced at £30,000 free on board, with £3,500 of freight and insurance to the UK. The customs value is £33,500. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £33,500, so it is £6,700. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Most food for human consumption is zero-rated, and animal feed can be too, in which case no import VAT is due, so check the rate for your product in HMRC's VAT Notice 701/14.

Inspection checklist

Identity: compare the species and ingredient statement with the purchase specification, batch report and bag markings. Check whether feather meal or other animal material has been substituted.

Analysis: compare protein, fat, moisture and ash with the agreed specification. Assess whether a protein result masks excessive bone, feather material or poor digestibility.

Condition: inspect a lawfully sourced delivery for wet bags, mould, clumping, insects, foreign matter and rancid odour. Keep suspect material separate pending assessment.

Traceability: match bag and pallet batch identifiers to the analysis reports and supplier records. Processed animal protein must carry the wording ‘NOT FOR HUMAN CONSUMPTION’. Agree independent sampling through testing and certification.

What goes wrong

The first failure is treating the zero duty rate as permission to import. Ask the animal health authority to confirm whether poultry by-product meal for feed qualifies under the China safeguard rules and any applicable exceptions. A supplier's ability to manufacture it or provide a laboratory report does not establish import eligibility. Do not place a China-to-Great-Britain feed order on that basis.

For lawfully available alternatives, watch for variable bone content, undeclared feather meal, fat deterioration and moisture entering damaged bags. A headline protein result cannot replace the ingredient statement and batch checks. Define the acceptance specification and the response to a failed batch before dispatch.

Frequently asked questions

What is the UK import duty on poultry by-product meal from China?

The supplied tariff record gives 0% under 2301 10 00 00, with no trade remedy or suspension. That rate does not permit the import of Chinese poultry by-product meal for feed into Great Britain.

Can I import Chinese poultry meal for pet food manufacture?

Ask the animal health authority to confirm whether poultry by-product meal supplied as a feed ingredient qualifies under the China safeguard rules and any applicable exceptions. Do not assume that rules for finished pet food permit this ingredient.

Can poultry by-product meal be imported for fertiliser use?

The feed prohibition does not establish eligibility for another use. Give the animal health authority the ingredients, processing details and intended use, and obtain confirmation before ordering.

What should I check besides crude protein?

Check species, tissues used, bone and feather content, fat, moisture, ash, particle size and relevant digestibility information. Match the analysis to the batch and inspect bags for damage and deterioration.
