Sourcing polymerised soybean oil from China
Polymerised soybean oil from China normally carries 6% UK duty; relevant biodiesel blends carry 7.70% plus a trade remedy. Before sale in Great Britain, the oil must be correctly labelled and packaged. Confirm its composition and whether UK REACH registration applies. Cambridge China Bridge sources polymerised soybean oil.

Duty on polymerised soybean oil
Read from the UK Trade Tariff on 1 October 2026, heading 1518 covers chemically modified fats and oils, including oils polymerised by heat in vacuum or inert gas, and inedible oil mixtures. Unblended polymerised soybean oil is a candidate for 1518 00 91 80, carrying 6% duty from China. The supplied facts record no anti-dumping or countervailing duty and no suspension on that line.
The table includes alternative blend classifications for comparison. The modified-oil biodiesel blend lines shown carry 7.70% ordinary duty and a recorded residual anti-dumping rate of 54.64%; other inedible oil preparations under 1518 00 99 90 carry 6%. Do not treat a blend as unblended soybean oil. The heading's used-cooking-oil suspension is restricted to the specified biodiesel-production use and excludes mixtures or preparations containing it.
The UK Trade Tariff attaches veterinary, CITES, seal-product and waste import controls to the ordinary modified-oil line. Product-specific applicability to polymerised soybean oil from China has not been established here; ask your customs broker to confirm the requirements against its composition and origin before shipment. Supply the manufacturing process, ingredient declaration and intended use when confirming the commodity code. For the wider heading, see oxidised soybean oil.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Polymerised soybean oil, without biodiesel blending | 1518 00 91 80 | 6% | None |
| Modified oil blends with more than 20% biodiesel, other consignments | 1518 00 91 29 | 7.7% | 54.64% residual anti-dumping |
| Modified oil blends with 20% or less biodiesel | 1518 00 91 33 | 7.7% | 54.64% residual anti-dumping |
| Other inedible oil mixtures or preparations, excluding biodiesel blend lines | 1518 00 99 90 | 6% | None |
Specify polymerisation and viscosity
Specify soybean feedstock, the polymerisation process and whether the material is neat oil or contains solvents, other oils or additives. Agree viscosity with its test temperature and method, colour, acid value, iodine value, moisture and insoluble matter. Set acceptance criteria against a retained sample and trial the oil in your actual coating, resin or lubricant formulation.
Before supplying the oil in Great Britain, ensure correct labelling and packaging under the chemical supply rules. For a substance you have not previously imported, consider whether UK REACH registration is required. Ask a chemical compliance adviser to assess the actual substance identity rather than relying on the supplier's product name. Confirm with HSE whether the supplied mixture requires a safety data sheet under UK REACH.
Agree clean, sealed packing, batch identification and storage instructions. Obtain feedstock traceability and evidence supporting waste or non-waste status. If a China-to-England shipment is waste subject to notification controls, the exporter must apply to the competent authority in the country of dispatch for consent. Confirm the shipment route before loading.
Worked duty example
Illustrative example, not a quote: 20 tonnes of polymerised soybean oil in sealed drums, illustrative only under 1518 00 91 80, invoiced at £30,000 free on board, with £2,500 of freight and insurance to the UK. The customs value is £32,500. Duty at 6% is £1,950. Import VAT at 20% is charged on the customs value plus duty, £34,450, so it is £6,890. Import taxes total £8,840; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £1,950 of duty. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Most food for human consumption is zero-rated, and animal feed can be too, in which case no import VAT is due, so check the rate for your product in HMRC's VAT Notice 701/14.
Inspection checklist
Identity: check the ingredient declaration and process record against the approved polymerised soybean oil sample, including any dilution or biodiesel content.
Viscosity: test a representative arrival sample at the agreed temperature and method; compare it with the batch analysis and retained sample.
Condition: check colour, acid value, moisture and insoluble matter, and look for gel particles, sediment or separation before releasing the batch.
Packing and records: check seals, leaks, batch labels and packing cleanliness; match the analysis and safety information to the delivered lot. Arrange independent testing where needed.

What goes wrong
A viscosity result measured at a different temperature can conceal an unsuitable batch. Dilution, inconsistent polymerisation or gel particles can change flow and film performance. Keep a retained sample, repeat arrival tests and hold questionable material apart from accepted stock. Resolve composition and customs classification before dispatch, and use the inspection guide to agree sampling and release checks.

Frequently asked questions
What is the UK import duty on polymerised soybean oil from China?
The supplied tariff facts list 6% for 1518 00 91 80, with no recorded trade remedy or suspension. Relevant biodiesel blends instead carry 7.70% plus recorded residual anti-dumping duty of 54.64%.
Does polymerised soybean oil need UK REACH registration?
Assess the actual substance identity and your import arrangements before ordering. HSE says a substance you have not previously imported needs consideration of whether UK REACH registration is required.
What should I specify for polymerised soybean oil?
Specify feedstock, polymerisation process, additives, viscosity and its test temperature and method, colour, acid value, iodine value, moisture and insoluble matter. Approve a sample in your own formulation.
Do I need waste documents for polymerised soybean oil?
Obtain evidence of waste or non-waste status. Waste oils need the applicable shipment documents. For imports into England under notification controls, the exporter must seek consent in the dispatch country.
