Sourcing polymer-laminated steel sheet from China

Polymer-laminated steel sheet has a listed UK duty of 50% across the relevant lines in the supplied snapshot. Trade remedies depend on the substrate and processing, so match the full coating build-up to the commodity code before ordering. Cambridge China Bridge sources polymer-laminated steel sheet.

Duty depends on the substrate and processing

Read from the UK Trade Tariff on 1 October 2026, heading 7210 covers coated flat-rolled iron or non-alloy steel of a width of 600 mm or more. This guide concerns a permanent polymer laminate bonded to steel. The table gives candidate lines, rather than a classification based solely on the supplier's product name. See the wider coated steel sheet and tinplate guide.

The supplied snapshot lists 50% third-country duty for every table row and no suspensions. It records residual anti-dumping of 49.98% on 7210 70 80 20, 23 and 25. For 7210 70 80 91, it records 13.60% anti-dumping and 44.70% countervailing duty. These are separate from the listed duty. The earlier published guide describes quota relief; confirm any available relief and the producer's applicable remedy rate with your broker before costing the order.

The UK Trade Tariff attaches anti-dumping or countervailing registration to 7210 70 80 20 and 7210 70 80 25. The supplied entries give no conditions, so confirm the requirement for goods from China with your customs broker. Provide the substrate certificate, metallic coating, permanent film composition and processing history when finding your commodity code.

Specify the permanent laminate and its end use

Specify the steel grade, metallic substrate coating, bare steel thickness, finished thickness, width and flatness tolerances. Describe the permanent polymer film, adhesive or bonding process, covered faces, colour, gloss and texture. Distinguish the bonded laminate from removable transport film. Agree acceptance criteria for adhesion after bending or drawing, cleaning resistance, exposed edges and the intended service temperature.

UK REACH generally covers substances in articles. Ask for composition information covering the film, adhesive and surface treatments so that the relevant chemical obligations can be assessed. For food-contact applications, the material must comply with the general food-contact framework. Ask for supporting evidence for the exact laminate and intended contact conditions, using testing and certification support.

The published wider guide identifies these steel lines as within the UK carbon border adjustment mechanism from 1 January 2027. For orders arriving from that date, ask the mill for emissions information and review the import position before committing.

Worked duty example

Illustrative example, not a quote: 25 tonnes of polymer-laminated non-alloy steel sheet; illustrative order and values under 7210 70 80 91, invoiced at £21,000 free on board, with £2,000 of freight and insurance to the UK. The customs value is £23,000. Duty at 50% is £11,500. Import VAT at 20% is charged on the customs value plus duty, £34,500, so it is £6,900. Import taxes total £18,400; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £11,500 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Identity: match sheet or coil markings to the steel certificate and laminate batch records; confirm the metallic substrate coating and permanent film match the order.

Dimensions: measure steel and finished thickness separately where practicable, plus width, flatness and edge condition; check that the film is not masking damaged steel.

Bond and appearance: inspect for bubbles, wrinkles, scratches and lifted edges; form agreed samples and check for cracking or separation against the approved sample.

Arrival and packing: check moisture protection, crushed edges, rust and film blocking between sheets; photograph damage before handling. Plan checks using the quality inspection guide.

What goes wrong

A supplier describes removable protective film as a permanent laminate, or substitutes a different steel substrate beneath an apparently identical finish. The buyer then receives the wrong forming behaviour or costs the shipment against an unsuitable commodity line. Keep the full layer description and substrate certificate with the approved sample.

A flat sample can look acceptable while the film lifts at folded edges, wrinkles during drawing or changes after cleaning. Damp packing can also hide corrosion beneath the film. Agree trials using the intended fabrication process and cleaning conditions, and investigate affected batches before releasing them for production.

Frequently asked questions

What is the UK import duty on polymer-laminated steel sheet from China?

The supplied snapshot lists 50% for all table rows. Residual remedies are 49.98% anti-dumping on the surface-treated rows, or 13.60% anti-dumping plus 44.70% countervailing on 7210 70 80 91. Confirm relief with your broker.

Is protective film the same as a permanent polymer laminate?

A removable transport film serves a different purpose. Specify which layer stays on the finished product and ask for a sample showing the permanent laminate after any protective film is removed.

How do I check whether the laminate will survive bending?

Agree a trial using your intended bend or drawing process. Inspect the formed area and edges for cracking, whitening and separation, and compare the result with the approved sample.

Can polymer-laminated steel be used for food packaging?

Food-contact material must comply with the general food-contact framework. Ask for evidence covering the exact laminate and intended food, temperature and contact conditions before accepting it for that use.
