Duty depends on the chair's construction

Read from the UK Trade Tariff on 29 September 2026, heading 9401 covers seats and their parts. The selected plastic classroom chair lines carry 0% duty for goods from China. All-plastic chairs, unpadded metal-framed chairs, variable-height swivel chairs and the listed non-wooden parts show no anti-dumping or countervailing duty and no suspension. Allow for 20% import VAT.

The tariff attaches cat and dog fur controls: that fur and products containing it are banned from import. The selected all-plastic and metal-framed complete-chair lines also carry CITES and torture-and-repression import controls. For CITES-listed materials, confirm the required permits with your customs broker. Ask the broker to confirm the torture-related control against the chair and tariff footnotes; these heading-level controls need checking against the actual goods.

Specify pupil fit, plastic and stacking

Agree seat height against the classroom tables and intended pupils, together with seat depth, backrest shape, leg footprint and carrying method. State whether the chair is moulded entirely from plastic or has a plastic shell on a metal frame. Specify resin, permitted recycled content, colour, shell thickness, attachment method and replaceable floor glides. Approve an assembled sample.

Illustrative example, not a quote: Illustrative order only: 400 all-plastic classroom chairs under 9401 80 00 00, invoiced at £5,100 free on board, with £3,500 of freight and insurance to the UK. The customs value is £8,600. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £8,600, so it is £1,720. Fit and stability: compare seat height, depth and backrest with the approved sample; check rocking on a level floor and clearance under the intended tables.

Shell and frame: inspect moulding flash, sharp edges, cracks, distortion, exposed fasteners and welds; check shell attachment and secure floor glides.

Stacking and handling: trial stacking and separation; check stack stability, accessible finger traps and rubbing between chair surfaces.

Arrival and packing: look for crushed cartons, bent legs and scratched shells; count chairs and replacement parts, and compare batch records with the approved specification. Use the inspection guide to agree checks.

What goes wrong

A chair can match the photograph yet be too high for the classroom table or too deep for the intended pupils. A thinner shell or changed plastic formulation can flex differently from the approved sample. Keep the material specification and sample, and require written approval before substitutions.

Loose shell fixings, uneven legs and missing glides cause wobble or damage floors. Tight nesting can scuff seat backs or make chairs difficult to separate. Trial the production stacking arrangement and inspect unpacked chairs before distributing them to classrooms.
