Starch and recipe affect the tariff line

Read from the UK Trade Tariff on 30 September 2026, heading 2001 covers edible plant parts prepared or preserved by vinegar or acetic acid. The supplied facts do not name lotus root separately. Check whether the finished product belongs in the line for yams, sweet potatoes and similar edible plant parts containing 5% or more starch by weight, or in a residual line. The table repeats the starch line for different cuts; these are classification candidates.

The starch line carries 8% plus £3.10 per 100 kg; the residual lines carry 16% for goods from China. No anti-dumping, countervailing duty or suspension is recorded for these lines. The tariff attaches veterinary and organic import controls. For a plant-only recipe, official pickle guidance says a health certificate is not normally needed; confirm the attached veterinary requirement with your customs broker, particularly if the seasoning contains animal ingredients.

Organic shipments from China to Great Britain require a certificate of inspection issued by the exporter’s control body. Confirm the commodity code using the recipe, preservation process and finished-product starch results before ordering. For the wider heading, see pickled radish.

Specify lotus-root cut, crunch and vinegar recipe

Specify slices or strips, thickness tolerance, peeled appearance, intact holes, acceptable broken pieces and fibrous texture. Approve a drained sample for crispness, colour and flavour. Fix the vinegar, salt, sugar, spices and preservatives in writing, together with drained weight, pack format and storage conditions.

Agree acidity and heat-treatment records, shelf-life evidence and packaging suitable for acidic food. Retail labels must show drained net weight; confirm the other labelling requirements with the relevant food authority, including net quantity, ingredients, emphasised allergens, date marking, storage conditions and the UK business name and address. Check any mustard, celery or sulphites against the recipe before approving artwork.

Worked duty example

Illustrative example, not a quote: Illustrative order: 5 tonnes of unsweetened pickled lotus root, assuming classification in this residual line is confirmed under 2001 90 97 91, invoiced at £15,000 free on board, with £1,200 of freight and insurance to the UK. The customs value is £16,200. Duty at 16% is £2,592. Import VAT at 20% is charged on the customs value plus duty, £18,792, so it is £3,758.40. Import taxes total £6,350.40; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £2,592 of duty. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Most food for human consumption is zero-rated, and animal feed can be too, in which case no import VAT is due, so check the rate for your product in HMRC's VAT Notice 701/14.

Inspection checklist

Cut and texture: compare drained pieces with the approved sample for thickness, broken edges, browning, fibres and crunch.

Fill and packaging: drain and weigh sampled packs; check liquid level, jar damage, lid vacuum or pouch seals.

Acidity and stability: test acidity and acetic acid content against the agreed specification; examine packs for swelling, leakage, gas or unexpected cloudiness.

Recipe and records: match ingredients, allergens, drained-weight declarations and batch markings to production and test records. Review starch results for classification. See quality inspection.

What goes wrong

A good-looking sample can hide fibrous lotus root or too much liquid. Slices arrive broken, brown or soft, while a sweeter replacement recipe changes the agreed flavour and classification information. Inadequate acidity or heat treatment can allow fermentation and swollen packs.

Keep the approved recipe and drained sample with the order, and check shipment samples against both. Separate damaged or swollen packs for investigation. Do not assume the residual duty applies merely because the supplier calls the product a pickle; resolve the starch-line question before agreeing the landed cost.
