Zero duty on relevant tester lines

Heading 9030 covers instruments for measuring or checking electrical quantities. Photovoltaic installation testers can combine voltage, current, continuity and insulation resistance measurements. The table gives possible classifications by function and recording capability; it does not assign every solar tester to the same code.

Read from the UK Trade Tariff on 30 September 2026, all the relevant lines shown carried 0% duty on goods from China. The supplied tariff record lists no anti-dumping or countervailing duty, suspensions or attached import controls for these lines. Import VAT is separate from customs duty.

Specify the string tests and complete kit

Specify maximum string voltage and current, measurement accuracy by range, insulation test settings, continuity testing and polarity indication. State whether you need current-voltage curve tracing, irradiance and temperature inputs, or only installation checks. Agree the supplied connector adaptors, probes, leads and replacement fuses, with their ratings matched to the intended circuits.

For recording models, agree how results identify the string, how they export, and whether supplied software opens the files on your business computers. Ask for a calibration certificate matched to each instrument, traceable to national standards for professional use. Settle English menus, instructions and the procedure for safely connecting and disconnecting the tester.

For sale in Great Britain, electromagnetic compatibility rules cover electrical and electronic equipment liable to generate electromagnetic disturbance, subject to exceptions. Confirm with the relevant authorities whether electrical waste obligations apply to the instruments and radio equipment rules apply to wireless models. Check electrical safety applicability for the complete kit, including its charger. For equipment covered by hazardous-substance restrictions, individual products must show the importer's name or trademark and a contactable address on the product or packaging.

Worked duty example

Illustrative example, not a quote: 25 photovoltaic installation testers with recording, illustrative order under 9030 39 00 00, invoiced at £26,000 free on board, with £1,200 of freight and insurance to the UK. The customs value is £27,200. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £27,200, so it is £5,440. Inspection checklist

Safety evidence: match the report to the exact tester model, claimed measurement category and voltage. Check separate evidence for leads and probes, and compare sampled fuses and input protection with the documented construction.

Readings: check voltage, current, continuity and insulation resistance against calibrated references using a controlled test arrangement. Compare results with the agreed accuracy for each range and match calibration certificates to serial numbers.

Complete kit: check adaptor fit, connector identification, lead insulation, strain relief, battery cover and supplied accessories. Confirm the kit matches the approved sample and packing list.

Records: save and export a sample test, check its string identity and readings, then reopen it with the supplied software. Use the agreed checks during quality inspection.

What goes wrong

A tester can arrive with a claimed category rating unsupported by its report, substituted leads or a different fuse. Accuracy can fall outside the stated tolerance on particular ranges. Treat reports for a different model and construction changes as unresolved until the supplier provides matching evidence.

A purchasing brief that says only solar tester leaves room for missing functions, incompatible adaptors or unusable result files. Approve the complete kit and demonstrate the required measurements and export process before accepting production. Do not treat a catalogue picture as proof of the supplied configuration.
