Sourcing photoluminescent pigments from China
Photoluminescent inorganic pigments from China have a 4% standard UK duty, with a conditional suspension to 0%. Confirm the composition and suspension eligibility rather than treating every glow pigment preparation as duty-free. GB chemical classification and UK REACH responsibilities also need checking. Cambridge China Bridge sources photoluminescent pigments.

Standard duty and the luminophore suspension
Read from the UK Trade Tariff on 30 October 2026, heading 3206 includes inorganic products used as luminophores. The supplied tariff facts contain only one line specifically covering this family: 3206 50 00 00. For the other pigment families, see our wider pigments guide.
For goods from China, this line has a 4% standard duty and a 0% autonomous suspension. Its footnote excludes mixtures, preparations and products made up of different components containing these products from the suspension. No anti-dumping or countervailing duty is recorded for this line. The tariff also attaches waste import and export controls. Waste shipment controls apply only where the material is waste; for pigment waste from China, confirm the applicable requirements with your customs broker before shipment.
Give your broker the complete composition, surface treatment and details of any binder or carrier, then confirm the commodity code and suspension eligibility. Finished paints need separate classification. The hypothetical order values are illustrative, not a quotation; use our import duty and VAT guide for the calculation method.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Inorganic luminophores, including photoluminescent pigment powder | 3206 50 00 00 | 4% | None |
Specify afterglow in the intended binder
Specify the pigment chemistry, daylight colour, emission colour, particle-size distribution and surface treatment. State whether it will be used in paint, printing ink, resin or plastic, and give the processing conditions. Ask the factory to identify every additive rather than describing the material only as glow powder.
Agree the charging light, exposure duration, sample thickness, pigment loading and elapsed measurement times for afterglow testing. Compare samples in the intended binder against a retained approved sample. A photograph taken immediately after charging cannot establish performance throughout the agreed observation period.
For Great Britain, confirm with HSE the UK REACH registration position for your imports, including whether coverage through the manufacturer's appointed representative applies. Chemical suppliers must ensure correct labelling and packaging before placing substances or mixtures on the market. Obtain the safety data sheet where required and match it to the actual grade.
Worked duty example
Illustrative example, not a quote: Illustrative order: 5 tonnes of inorganic photoluminescent pigment under 3206 50 00 00, invoiced at £24,000 free on board, with £2,000 of freight and insurance to the UK. The customs value is £26,000. Duty at 4% is £1,040. Import VAT at 20% is charged on the customs value plus duty, £27,040, so it is £5,408. Import taxes total £6,448; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £1,040 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Identity: match the batch labels and certificate of analysis to the agreed chemistry, coating and particle-size specification.
Afterglow: test retained and production samples side by side using the agreed charging and measurement conditions, including samples in the intended binder.
Processing: check dispersion, settling, visible grit and the appearance of a cured or moulded trial sample.
Packing: inspect seals and moisture-resistant liners, check for caking, and match bag batch references to the shipment documents.

What goes wrong
A batch can look bright straight after charging yet fade faster than the approved sample. Different charging lights or sample thicknesses make supplier comparisons unreliable. Particle-size changes can leave grit in a printed layer or change settling in a coating; damp powder can arrive caked.
A sample tested as loose powder may perform differently in your binder. Keep the approved formulation and test conditions with the purchase specification, and require approval before the factory changes the pigment coating or additives. Do not assume a mixed preparation qualifies for the luminophore suspension.
Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
Frequently asked questions
What is the UK import duty on photoluminescent pigments from China?
For inorganic luminophores under 3206 50 00 00, the standard duty is 4%, with a conditional 0% suspension. The suspension footnote excludes mixtures, preparations and composite products containing them.
Does glow pigment mixed with resin qualify for the suspension?
Do not assume it does. The suspension excludes mixtures and preparations containing the products. Have your broker classify the complete formulation and confirm the applicable rate.
How should I compare photoluminescent pigment samples?
Use the same charging light, exposure, pigment loading, sample thickness and measurement times. Compare afterglow in your intended binder against a retained approved sample.
Do I need UK REACH registration for glow pigment?
Confirm with HSE the UK REACH registration position for your imports and whether coverage through the manufacturer's appointed representative applies to your substance and supply.
