Sourcing photographic chemicals from China

Chemical preparations for photographic uses from China, sensitising emulsions, film and paper developers, fixers and screen-printing photo emulsions, pay 0% UK duty on all three lines of heading 3707, with no anti-dumping duty. Many are hazardous mixtures, so they need GB CLP classification and labels, a safety data sheet and, where classified, dangerous goods packing.

0% duty

Read from the UK Trade Tariff on 17 November 2026, heading 3707 covers chemical preparations for photographic uses, other than varnishes, glues and adhesives, and unmixed products put up in measured portions or for retail sale ready for use. All three lines carried 0% on goods from China, with no anti-dumping measure.

Film and plates are chapter 37 headings of their own, covered in our photographic film guide; confirm the commodity code.

Classification and labelling

Developers and fixers are often classified as hazardous mixtures, for example as skin sensitisers or irritants. Under the retained CLP Regulation, a mixture placed on the GB market must be classified, labelled and packaged accordingly, with the GB supplier's name and address on the label. Ask for the full composition, a GB-format safety data sheet and label artwork before production.

If the product is classified as dangerous for transport, it needs packaging and shipment documents that comply with the applicable dangerous goods rules; UN-approved packaging is normally required, but exemptions such as limited quantities may apply.

Worked duty example

Illustrative example, not a quote: 2,000 retail bottles of film developer and fixer concentrate under 3707 90 20 00, invoiced at £7,000 free on board, with £900 of freight and insurance to the UK. The customs value is £7,900. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £7,900, so it is £1,580. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Product: test samples in use, for example developing a test film, against the approved sample.

Labels: check hazard pictograms, signal words, statements and the GB supplier details against the safety data sheet.

Packing: check child-resistant closures where required, leak tests and outer packaging. See our quality inspection guide.

What goes wrong

Photographic chemical orders fail on labels, packing and consistency. Labels follow Chinese rules rather than GB CLP, bottles leak in transit, and the working strength or shelf life differs from the sample.

Cambridge China Bridge sources photographic and printing chemicals for UK labs and retailers with labels and safety data sheets agreed before production. See testing and certification.
