Phenylacetonitrile: confirm the residual line

Read from the UK Trade Tariff on 1 October 2026, heading 2926 covers nitrile-function compounds. Phenylacetonitrile is not individually named in the supplied lines; 2926 90 70 90, “Other”, is the classification candidate and carries 0% for goods from China. Its record shows no anti-dumping or countervailing duty. The table repeats this candidate line for different purchasing uses, rather than separate tariff categories.

The residual line also lists an autonomous suspension restricted to named substances and an authorised-use suspension. Do not assume phenylacetonitrile qualifies for either. The tariff attaches “Export control on dangerous chemicals” and “Export control - Waste”. There are no PIC notification obligations for imports; waste shipment controls apply only to waste. Ask your customs broker to confirm the attached controls for the actual China shipment, particularly recovered material or a subsequent return.

Confirm the commodity code using the chemical identity, composition and specification. Alpha-phenylacetoacetonitrile and cyclohexylidene-substituted phenylacetonitrile are separately named substances, not alternative descriptions for your order. Specify identity, assay and process suitability

Write phenylacetonitrile and its agreed chemical identifier consistently across the purchase order, analysis certificate and safety data sheet. Specify neat substance or formulation, assay method, water content, named impurities, appearance and packaging material. Ask for the chromatogram behind the assay: an overall purity result alone does not show which impurities remain.

For synthesis use, agree impurity limits against your process and test a representative sample before accepting the production batch. Request a batch-specific certificate of analysis and retain a sealed reference sample. Agree whether recovered material is acceptable and require disclosure of changes to the production route.

For Great Britain, ask HSE to confirm whether UK REACH registration or only-representative coverage is needed for your substance, annual import volume and importing role. Substances supplied on the GB market must be classified and labelled under GB chemical classification rules. Obtain the English safety data sheet and compare its identity and handling information with the ordered material.

Worked duty example

Illustrative example, not a quote: Illustrative only: 20 kg of phenylacetonitrile for process trials; illustrative FOB and freight under 2926 90 70 90, invoiced at £2,000 free on board, with £980 of freight and insurance to the UK. The customs value is £2,980. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £2,980, so it is £596. Inspection checklist

Identity: match the order, container label, analysis certificate and safety data sheet to phenylacetonitrile and the delivered batch.

Assay and impurities: test representative samples using the agreed method; compare the chromatogram, water result and named impurities with the specification.

Containers: check seals, closures, leakage, contamination and compatibility with the supplier's handling information before moving stock into storage.

Documents: reconcile batch references and delivered quantity, check the English safety data sheet and hazard labels, and record acceptance or quarantine through your inspection process.

What goes wrong

Similar chemical names can lead to the wrong quotation, analysis certificate or customs code. A generic purity certificate can also conceal an impurity that affects your reaction. Treat mismatched identifiers, missing chromatograms and certificates that do not identify the delivered batch as reasons to hold acceptance.

Leaking closures, water contamination and undocumented recovered material can make a batch unsuitable despite a satisfactory supplier assay. Agree rejection criteria before shipment, check the arriving batch against the approved sample and keep disputed stock separate while the supplier investigates.
