Pet bed duty and classification
Read from the UK Trade Tariff on 30 September 2026, the relevant mattress and other filled-article lines under heading 9404 carried 2% duty for goods from China. The supplied tariff facts list no anti-dumping or countervailing duty and no suspensions.
The heading covers mattresses and similar stuffed furnishings or articles of cellular rubber or plastics. The table gives candidate lines for different pet bed constructions; confirm the actual classification rather than treating every pet bed as a mattress. Send photographs, cover and filling details, and the supplied configuration when checking your commodity code. See the wider pet products guide for other accessories.
The tariff attaches import and export controls on cat and dog fur: products containing that fur are banned, including pet beds sourced from China. Obtain material declarations for covers and trims. It also lists a DCMS Export Licence measure; ask your customs broker to confirm its relevance if subsequently exporting the goods.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Cellular rubber mattresses, where applicable to the pet bed | 9404 21 10 00 | 2% | None |
| Cellular plastic mattresses, where applicable to the pet bed | 9404 21 90 00 | 2% | None |
| Other mattresses, where applicable to the pet bed | 9404 29 90 00 | 2% | None |
| Other filled articles, including pet cushions where applicable | 9404 90 90 00 | 2% | None |
Specify the sleeping area, filling and washable cover
Define the usable sleeping area separately from the outside dimensions, bolster height, entry opening and base thickness. Name the foam or fibre filling, its density or fill weight, cover fabric, zip construction and underside material. Agree whether the whole bed or only the removable cover can be washed, and approve the fit after washing.
Consumer products placed on the Great Britain market must be safe under normal or reasonably foreseeable use. Review exposed zip pulls, loose trims, accessible filling and foreseeable household contact. Ask a testing adviser to determine the applicable fire-safety requirements for the exact construction and intended use. Use testing and certification support to agree the evidence before production.
Worked duty example
Illustrative example, not a quote: Illustrative order of 400 fibre-filled pet cushions under 9404 90 90 00, invoiced at £6,000 free on board, with £3,500 of freight and insurance to the UK. The customs value is £9,500. Duty at 2% is £190. Import VAT at 20% is charged on the customs value plus duty, £9,690, so it is £1,938. Import taxes total £2,128; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £190 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Shape and recovery: unpack compressed production samples and compare the sleeping area, base thickness and bolster shape with the approved sample.
Cover and seams: check zip operation, seam strength, exposed pulls, loose threads and whether the cover can be removed and refitted.
Washing and filling: follow the proposed care instructions, then check shrinkage, colour transfer, clumped filling and loss of support.
Arrival and identification: check for damp cartons, mould, persistent odour and damaged bases; compare product references, batch details and material declarations with the order.

What goes wrong
A thick sample can become a thin production bed when the factory reduces fill or changes foam. Compression can leave a flattened bolster or a base that does not recover. A cover may shrink until it no longer fits, while an underside coating can crack or transfer onto flooring.
Keep an approved construction sample and require agreement before material changes. Inspect opened beds rather than judging sealed cartons, and repeat the wash and recovery checks on production samples. Agree acceptance criteria through your inspection brief.
