Hospitality duvet duty and classification

Read from the UK Trade Tariff on 30 September 2026, heading 9404 covers stuffed bedding, including duvets. Feather or down-filled duvets fall under 9404 40 10 00; other duvets fall under 9404 40 90 00. The table separates filling options within these shared codes. Duvet covers are separate products, covered in our wider bedding guide. For wedge pillows, see our wedge pillow sourcing guide.

Both duvet lines carry 2% duty for goods from China. The supplied tariff facts list no anti-dumping or countervailing measure and no suspension. They attach cat and dog fur import and export controls: imports and exports of that fur and products made from it are banned. They also list a cultural-object export licence measure; ask your customs broker to confirm its relevance if exporting the goods.

Confirm the commodity code using the actual filling and finished construction, rather than the supplier's description alone. For down-filled orders, ask your broker to check the finished product and filling treatment against animal-product import guidance before shipment.

Specify filling, shell and hotel laundry performance

Record finished dimensions, fill weight, filling composition, warmth rating, shell fibre and weave, quilting layout and edge stitching. For feather and down products, agree species and composition evidence. Keep an approved sample and require approval before the factory changes the filling, shell or construction.

Agree a wash-and-dry trial using the hotel's actual laundry process. Assess shrinkage, clumping, drying, odour and filling leakage afterwards. In Great Britain, general product safety rules require consumer products to be safe in normal or reasonably foreseeable use. England's sleeping-accommodation fire guidance says the necessary safety level must follow the premises' risk assessment; agree the hotel's bedding fire specification and matching test evidence before production.

Worked duty example

Illustrative example, not a quote: Illustrative order: 400 down-filled hospitality duvets; illustrative FOB value and freight under 9404 40 10 00, invoiced at £22,000 free on board, with £3,500 of freight and insurance to the UK. The customs value is £25,500. Duty at 2% is £510. Import VAT at 20% is charged on the customs value plus duty, £26,010, so it is £5,202. Import taxes total £5,712; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £510 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Filling: compare fill weight and composition evidence with the approved specification; open sampled duvets to check distribution and unwanted material.

Shell and seams: measure dimensions, inspect quilting and edge stitching, and check for feather leakage, loose threads and exposed sharp material.

Laundry: wash and dry production samples using the agreed process; compare dimensions, loft, clumping and leakage with the approved sample.

Arrival: check carton condition, dampness, musty odour, size identification and batch records before releasing stock to rooms. Use an agreed quality inspection plan.

What goes wrong

A sample feels full, but production contains less filling or more feather than agreed. Weak quilting lets filling migrate into corners, while a changed shell leaks feathers. Laundry can expose shrinkage, clumping and slow drying that a showroom sample does not reveal.

Tie the order, test evidence and inspection brief to the same filling and construction. Retain production samples for laundry comparison, and isolate damp or suspect cartons on arrival while investigating the affected batch.

Frequently asked questions

What is the UK import duty on hospitality duvets from China?

Both feather or down-filled and other duvets carry 2% in the supplied tariff facts. No anti-dumping or countervailing measure or suspension is listed.

Which commodity code applies to hotel duvets?

Feather or down-filled duvets use 9404 40 10 00; other fillings use 9404 40 90 00. Confirm the actual construction and filling before declaring the goods.

What should I specify for washable hotel duvets?

Specify dimensions, fill weight and composition, shell construction, quilting and warmth. Agree wash-and-dry trials with your laundry process and acceptance criteria for shrinkage, clumping and leakage.

Can I use a mattress fire report for a hotel duvet?

Ask for evidence matching the duvet's filling, shell and construction. Agree the bedding specification with the hotel using its fire risk assessment; a mattress report describes a different product.
