Sourcing car air-conditioning units from China
Passenger-car air-conditioning units from China carry 2% UK duty across both complete-unit lines, with no anti-dumping or countervailing duty listed. HFC-pre-charged imports need quota checks for Great Britain. Specify the vehicle fitment and refrigerant before ordering. Cambridge China Bridge sources passenger-car air-conditioning units.

Duty and refrigerant controls
Read from the UK Trade Tariff on 30 September 2026, heading 8415 covers air-conditioning machines and their parts. Passenger-car cabin units fall within the motor-vehicle branch, split between HFC-pre-charged units and other units. Both complete-unit lines and the selected automotive parts carry 2% duty from China, with no anti-dumping duty, countervailing duty or suspension listed.
The tariff attaches a restriction on entry into free circulation to every selected line and a fluorinated greenhouse gas import control to both complete-unit lines. New equipment must not use ozone-depleting substances, apart from the recycled-halon exception for critical uses. Obtain the refrigerant specification and ask your customs broker to confirm the declarations needed for goods from China, including units shipped uncharged.
Confirm the commodity code from the complete assembly specification and its charging condition. The specialised parts rows apply only where the full tariff description is met. For the wider vehicle-air-conditioning category within this heading, see bus air-conditioning units.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Passenger-car air-conditioning units, pre-charged with HFCs | 8415 20 00 10 | 2% | None |
| Passenger-car air-conditioning units, other | 8415 20 00 90 | 2% | None |
| Electrically welded automotive condenser manifolds meeting the tariff specification | 8415 90 00 15 | 2% | None |
| Aluminium automotive air-conditioning connecting blocks meeting the tariff specification | 8415 90 00 45 | 2% | None |
Specify the vehicle fitment and refrigerant
State the vehicle make, model, production variant and steering position. Agree mounting points, casing dimensions, duct outlets, drain position, hose connections, electrical connectors and control interface. Define whether the supply includes the compressor, condenser, evaporator, blower, expansion device, hoses and brackets. Ask for cooling-performance results with the test conditions recorded, and trial-fit a sample before approving production.
Specify the refrigerant, lubricant and whether the unit ships charged or uncharged. Pre-charged equipment rules include equipment within vehicles. For Great Britain, ask the Environment Agency and your customs broker to confirm any registration, quota authorisation and declaration of conformity requirements for your annual imports of HFC-pre-charged air-conditioning equipment. Have the intended vehicle and refrigerant combination reviewed before ordering.
Worked duty example
Illustrative example, not a quote: 40 uncharged passenger-car air-conditioning units; illustrative order, not a quote under 8415 20 00 90, invoiced at £28,000 free on board, with £4,000 of freight and insurance to the UK. The customs value is £32,000. Duty at 2% is £640. Import VAT at 20% is charged on the customs value plus duty, £32,640, so it is £6,528. Import taxes total £7,168; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £640 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Fitment: compare mounting points, port positions, ducts and connectors with the approved sample and vehicle drawings. Check that left-hand and right-hand steering variants have not been mixed.
Circuit integrity: review the factory leak-test records, check joints and port caps, and inspect arrival samples for damaged tubes, bent fins, oil traces and moisture ingress.
Operation: run a fitted sample under the agreed conditions. Record cooling performance, blower operation, control response, noise and condensate drainage.
Identity and packing: match model and batch identification, refrigerant details and included components to the order. Check that brackets and tubes are supported in the packaging. Use a quality inspection brief to record acceptance checks.

What goes wrong
A unit can resemble the approved sample yet have different mounting points, hose fittings or control logic. Missing brackets, incompatible connectors, poorly draining casings and refrigerant or lubricant substitutions can prevent installation. Require written approval for component changes and repeat the fitment check when the assembly changes.
Leaks and crushed tubes can appear after transport even where the factory recorded a pass. Keep damaged or mismatched units separate until checked, and agree replacement parts and diagnostic support before shipment. Work on equipment containing fluorinated gas requires the person's own qualifications, even when employed by someone else.

Frequently asked questions
What is the UK import duty on passenger-car air-conditioning units from China?
Both complete-unit lines carry 2% duty from China. The supplied tariff snapshot lists no anti-dumping duty, countervailing duty or suspension for these lines.
Which code applies to a car air-conditioning unit?
8415 20 00 10 covers units pre-charged with HFCs; 8415 20 00 90 covers other units. Confirm the supplied assembly and charging condition before declaring it.
Do pre-charged car air-conditioning units need F-gas quota?
For Great Britain, ask the Environment Agency and your customs broker to confirm whether registration, quota authorisations and a declaration of conformity apply to your annual imports of HFC-pre-charged equipment.
What should I check before ordering replacement car air-conditioning units?
Confirm the exact vehicle variant, mounting points, hose fittings, connectors, controls, refrigerant and lubricant. Trial-fit a sample and agree leak-test and cooling-performance acceptance checks.
