Paper slitter rewinder duty and classification

Heading 8441 covers machinery for making up paper pulp, paper or paperboard, including cutting machines. Combined reel slitting and re-reeling machines are described by 8441 10 10 00. The other table rows cover related cutting equipment and cutting-machine parts; they are not interchangeable classifications for a complete slitter rewinder.

Read from the UK Trade Tariff on 30 October 2026, all listed lines carried 0% duty for goods from China. The supplied tariff record lists no anti-dumping or countervailing duty, suspensions or attached import controls. Import VAT is normally 20%; see import duty and VAT. Machinery safety obligations still apply.

Confirm the machine's actual functions and whether the shipment contains complete machinery or separately supplied parts before choosing the commodity code. For the wider heading, see paper converting machinery.

Specify the reels, knives and winding system

State paper grades, coatings and grammage range; parent reel width, diameter and weight; core dimensions; finished slit widths and reel diameters; and winding direction. Specify the slitting method, knife adjustment, edge trim collection, web guiding and tension control. Match electrical supply and compressed-air needs to your premises.

Agree a factory acceptance trial using your paper, including difficult grades and narrow finished reels. Record slit-width accuracy, cut-edge condition, winding firmness, running speed, waste and changeover time against written targets. Agree loading and unloading arrangements, spare knives, core adapters, controller language and access to replacement control components.

Machines supplied for Great Britain must meet the essential health and safety requirements of the Supply of Machinery (Safety) Regulations 2008. Confirm the applicable CE or UKCA marking, declaration of conformity and English instruction requirements with the relevant authority. Agree the safety documentation and guarding review before ordering.

Worked duty example

Illustrative example, not a quote: An illustrative order for a paper slitter rewinder, not a supplier quotation under 8441 10 10 00, invoiced at £28,000 free on board, with £4,000 of freight and insurance to the UK. The customs value is £32,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £32,000, so it is £6,400. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Paper trial: inspect finished reels for ragged edges, dust, wrinkles, telescoping and uneven winding. Measure slit widths across the reel and compare production results with the agreed targets.

Safety: check access to knives, winding shafts and roller nips; test interlocked guards and emergency stops on the supplied machine. Check safe arrangements for threading, knife changes and reel handling.

Controls and documents: match the machine identity to its declaration of conformity, marking and English manual. Confirm the electrical supply, English controller menus, wiring diagrams and spare-parts list.

Arrival: inspect shafts, bearings, knife holders and control cabinets for transit damage. Reconcile packed accessories and repeat the agreed paper trial after installation. Use the quality inspection guide to plan checks.

What goes wrong

A trial on an easy paper grade can hide poor tension control on your actual stock. Reels may telescope, wrinkle or wind too loosely; unsuitable or poorly set knives can leave dusty, ragged edges. A quoted maximum speed may not deliver acceptable reels across your paper range.

Missing core adapters, awkward knife adjustment and incompatible controls can delay commissioning and changeovers. Put reel quality, paper trials, accessories and support arrangements into the purchase specification, and retain trial samples and recorded settings for comparison after delivery.
