Security levels and safety
Shredders are specified by the security levels P-1 to P-7 of DIN 66399, which set the maximum particle size for paper, with separate classes for optical media and hard drives; businesses handling personal data usually ask for P-4 or higher. State the level, sheet capacity, bin size, duty cycle and cooling time, and whether the machine takes staples, cards and discs.
Mains-powered office machines fall under the Electrical Equipment (Safety) Regulations 2016, and shredders are a known finger and hair entrapment hazard, so the feed opening, auto-stop and child warnings matter. Office machines are electrical equipment for WEEE purposes, and heavy machines with moving parts may also fall under the machinery rules.
Worked duty example
Suppose, purely for illustration, you import 3,000 cross-cut office shredders under 8472 90 80 00. At £75,000 free on board and £6,000 to ship and insure, the customs value is £81,000. With 0% duty on paper shredders, the only charge is import VAT: 20% of £81,000, or £16,200. VAT-registered businesses usually recover that in their next return. What goes wrong
Office machines fail on cutting, motors and safety. Shredders jam below their stated sheet capacity, cut particles larger than the claimed security level, and overheat and stop long before the stated run time; plastic gears strip and cutters blunt on staples. Feed openings are wide enough for fingers, auto-stop sensors are slow, and coin counters miscount mixed coins or reject UK coins that were not programmed.
Test sample shredders at the stated sheet capacity and run time, measure particle size against the DIN 66399 level claimed, check the feed opening with a test finger and the auto-stop, run continuous cycles to check the thermal cut-out, count mixed UK coins through coin machines, and check the plug, labels and English instructions.
