Zero duty on pulp-making refiners and parts

Read from the UK Trade Tariff on 7 November 2026, heading 8439 covers machinery for making pulp of fibrous cellulosic material and machinery for making or finishing paper or paperboard. This guide focuses on disc refiners for making pulp and their dedicated parts. See the wider pulp and paper-making machinery guide for other equipment.

The pulp-making machinery line 8439 10 00 00 and its parts line 8439 91 00 00 carry 0% duty for goods from China. The supplied tariff record lists no anti-dumping or countervailing measures, suspensions or attached import controls for these lines. The table separates product variants sharing these codes.

Confirm the commodity code using the refiner's function, process position and supplied configuration. For separately shipped parts, provide drawings and identify the parent machine; do not assume that every motor, bearing or seal belongs in the dedicated machinery-parts line.

Specify the fibre, plates and refining result

Specify the fibre furnish, inlet pulp consistency, required throughput and target freeness. Describe the intended effect on fibre development and acceptable fibre shortening. Ask for a pulp trial using material representative of your process, recording inlet and outlet properties, flow and power consumption.

Agree the disc arrangement, plate diameter, bar pattern, plate material, rotation direction and mounting details. Specify the motor, electrical supply, gap adjustment, bearings, seals and control interface. Define the pipe connections, foundation layout, maintenance access and replacement-plate drawings.

Confirm with HSE the essential health and safety requirements and the requirements for a declaration of conformity, marking and instructions in English for machinery supplied to the Great Britain market. Great Britain recognises CE marking indefinitely for machinery under the government guidance. Match the documents to the supplied model and agree responsibility for conformity of the complete installation.

Worked duty example

Illustrative example, not a quote: Illustrative order: one compact pulp-making disc refiner under 8439 10 00 00, invoiced at £28,000 free on board, with £4,000 of freight and insurance to the UK. The customs value is £32,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £32,000, so it is £6,400. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Plates: check the bar pattern, material records, mounting holes, mating surfaces and rotation markings against approved drawings. Confirm that spare plates fit the supplied machine.

Running condition: witness the agreed pulp trial and record vibration, bearing temperature, seal leakage, gap adjustment and power consumption. Compare pulp results with the contractual acceptance criteria.

Safety and documents: check coupling guards, emergency stops and safe maintenance access. Match the nameplate, declaration of conformity and English instructions to the machine.

Arrival: check transport damage, corrosion, loose fasteners and the spare-parts inventory before installation. Follow the agreed inspection plan.

What goes wrong

A refiner can run smoothly without producing the agreed pulp result. A plate pattern unsuitable for the furnish can shorten fibres or consume excessive power. Trials using different pulp can hide these problems. Put the trial material, measurement method and acceptance criteria in the purchase contract.

Replacement plates can have the wrong mounting geometry or rotation pattern, while poor alignment and seal selection can cause vibration and leakage. Approve drawings before manufacture, retain the trial records and agree commissioning support. Use factory verification to check whether the supplier builds and tests refiners itself.

Frequently asked questions

What is the UK import duty on paper-pulp disc refiners from China?

The supplied tariff record shows 0% for pulp-making machinery under 8439 10 00 00 and its dedicated parts under 8439 91 00 00, with no anti-dumping or countervailing measure.

Can I use the same plates for different pulp grades?

Do not assume so. Match the plate pattern and material to the fibre furnish and required refining result, then confirm performance through an agreed pulp trial.

What documents should accompany a complete refiner?

Confirm with HSE which declaration of conformity, English instructions and conformity marking are required for the machinery. Check that the documents identify the supplied model and configuration.

How should I test a disc refiner before shipment?

Use representative pulp and agree the inlet conditions, throughput, outlet freeness and power measurement. Also record vibration, bearing temperature, seal leakage and gap adjustment.
