Sourcing paper pulp cleaners from China

Paper pulp cleaners and pulp-making cleaner parts from China carry 0% UK duty under the relevant heading 8439 codes. Confirm the applicable machinery safety requirements, conformity documents and English instructions for complete powered cleaner assemblies with the relevant authority. Paper pulp cleaner duty and classification

Heading 8439 covers machinery for making pulp of fibrous cellulosic material or making or finishing paper or paperboard. This guide focuses on centrifugal pulp cleaners that separate contaminants from stock. The table repeats codes for distinct cleaner types and replacement parts because the tariff does not give them separate subdivisions.

Read from the UK Trade Tariff on 3 October 2026, all lines of heading 8439 carried 0% duty for goods from China. The supplied tariff record lists no anti-dumping or countervailing duty and no suspensions. The pulp-making machinery and parts lines selected here have no attached import controls.

Confirm the commodity code using the cleaner's function, its position in stock preparation and whether the shipment contains complete machinery or parts. The table assumes pulp-making use. For related stock-preparation equipment and wider heading context, see paper pulp pressure screens.

Specify the stock and separation duty

Define the furnish, stock consistency, temperature, flow and contaminants to remove. Distinguish heavy-contaminant removal from light-contaminant removal. Specify feed pressure, pressure differential, reject flow, acceptable fibre loss and the sampling method for acceptance. Ask for performance evidence using representative stock rather than relying on a water-only demonstration.

Agree cone and reject-tip materials, wear resistance, manifold layout, flange connections, seal compatibility, access for clearing blockages and interchangeable spares. For pressurised bodies and manifolds, ask the supplier to document whether pressure-equipment rules apply to the design.

Complete powered assemblies require the relevant conformity marking. Confirm the applicable machinery safety requirements, declaration of conformity and English instructions with the relevant authority. CE marking remains recognised in Great Britain. Check the compliance package for the supplied assembly and agree who handles integration into the mill line.

Worked duty example

Illustrative example, not a quote: Illustrative order: one compact pulp-cleaning skid for a mill under 8439 10 00 00, invoiced at £28,000 free on board, with £4,000 of freight and insurance to the UK. The customs value is £32,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £32,000, so it is £6,400. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Separation: check feed, accepts and rejects samples against the agreed contaminant-removal and fibre-loss criteria, recording stock conditions and pressures.

Wear parts: check cone geometry, reject-tip openings, material records, internal finish and spare-part fit against approved drawings.

Assembly: check manifold connections, flange alignment, seals, support points and leakage using the agreed test procedure; repeat connection and damage checks on arrival.

Documents and safety: check the assembly identity against its declaration and marking, English instructions, isolation arrangements and access for maintenance. Use the quality inspection guide to plan checks before shipment.

What goes wrong

A cleaner selected for the wrong contaminant or stock consistency can leave dirt in the accepts or send usable fibre into the rejects. Worn reject tips change the flow balance; mismatched cones or seals make replacement work difficult. Water testing can reveal leaks without proving separation performance.

Write stock conditions, sampling points, wear-part drawings and acceptance criteria into the purchase specification. Agree a trial on representative pulp and a commissioning check after installation. Use factory verification to check whether the supplier makes and tests the proposed cleaner assembly.

Frequently asked questions

What is the UK import duty on paper pulp cleaners from China?

The supplied tariff record shows 0% duty for pulp-making machinery under 8439 10 00 00 and its parts under 8439 91 00 00, with no anti-dumping or countervailing duty.

Are paper pulp cleaners the same as pressure screens?

No. Centrifugal cleaners separate contaminants through flow and density differences. Pressure screens separate stock through a screening element. Specify the contaminant and process duty before choosing equipment.

What should I specify for replacement cleaner cones?

Provide the cleaner model, approved dimensional drawing, cone and reject-tip geometry, material, seal details and connection arrangement. Check a replacement against the existing assembly before ordering a batch.

Can a water test prove a pulp cleaner works?

A water test can check leakage and flow behaviour. Agree a separate trial using representative pulp to assess contaminant removal, reject flow and fibre loss under the intended operating conditions.
